Requirements
- National Guard Membership is required. Acceptance of the position constitutes concurrence to wear the appropriate military uniform. Loss of military membership will result in immediate loss of your full-time military technician position.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Evidence of identity must be provided to comply with the Immigration Reform and Control Act of 1986 (PL 99-603).
- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
- Financial Management Level Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
- Must complete all required Financial Management Certification continuing education and training hours; and, the employee, along with his or her applicable supervisor, must document and manage the employee's Individual Development Plan.
- Loss of military membership will result in immediate loss of your full-time military technician position.
- Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.
- Individual selected for this position who is not qualified in one of the mentioned BR/CMF/MOS, MUST submit to HRO, before date of appointment, the correct military documentation to attend the technical training school required to be MOS Qualified.
- If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days’ notice of separation.
- As a condition of continued employment the employee must complete the position’s higher financial management certification within 24 months of appointment to that position.
- Possess or be able to acquire a SECRET security clearance, must possess or be able to obtain the proper clearance type and level within one year of appointment according to DoD Personnel Security Program Management Directives.
Qualifications
IMPORTANT INFORMATION:This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e. member of the PR Air NG, civilian, active duty Soldier, prior service, member from another state, reservist, IRR, State Guard, etc.), you must contact the ARNG Recruiting and Retention Superintendent (RRS) Office at (787) 289-1400 extension 2015 or 2008 to request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, your application will not be screened.
AREA OF CONSIDERATION:
Area 1 = All permanent Warrant Officers and Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 2 = All indefinite Warrant Officers and Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 3 = Warrant Officers and Enlisted members of the Puerto Rico Army National Guard.
First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates)
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.
DUTIES:
As a LEAD FINANCIAL SERVICES TECHNCIAN (D2375000),GS-0503-9, you will lead a team of financial services technicians that provide analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial services.
Physical Demands:
Requires some physical effort, such a standing, walking, bending, or sitting. There are no special physical demands.
Working Environment:
Work is performed in an office setting involving everyday risks or discomforts. Normal safety precautions are required.
QUALIFICATIONS REQUIRED:

GENERAL EXPERIENCE:

SPECIALIZED EXPERIENCE:
Applicant must possess at least ONE (1) year at next lower level GS-07 or the equivalent TWENTY FOUR (24) month of specialized experience performing or supervising duties such as team in identifying, distributing, and balancing workload and tasks to team members in accordance with established workflow, skill level, and/or occupational specialization; communicates assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion; makes adjustments to accomplish the workload in accordance with established priorities; prepares reports and maintains metrics records of work accomplishments and administrative information; performs broad-in-depth financial analysis of inter-related accounting, logistics and computer file systems; reviewing, analyzing, validating, processing, and executing a wide range of complex pay, voucher, and accounts payable issues and services and to provide accurate financial information to organizational leadership; performs the full range of financial pay, travel, and accounts payable processing, maintenance, investigative review, identification of erroneous payments, analysis and reporting regarding all pay, payments, and entitlements.

THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management in an accredited college or university, (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience. Courses must be directly related to the work of the position. Copy of official/student transcripts must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
