The National Institute of Biomedical Imaging and Bioengineering (NIBIB) is seeking a Grants Management Specialist in their Office of Grants Management (OGM).
The OGM is responsible for the administrative management of all NIBIB extramural grant support of research and research training, advising scientific program staff on the full range of technical grants management issues and serving as a liaison to NIH and DHHS components on grants and grantee institutions.
Duties
Participate in the planning and business management of assigned grants and renewal applications.
Assist higher-level specialists in carrying out a variety of tasked related to reviewing proposals in a limited range of areas, using a variety of standard guidelines.
Coordinate simple funding actions that begin the grants/agreements awards process.
Research numerous criteria, laws, rules, and regulations to determine what is legal and applicable in formulating agreements.
Evaluate budget justifications and financials arrangements.
Provide assistance in the administration of the portfolio including setting appropriate work priorities.
Ensure compliance with terms and conditions of grants/agreements and monitor assigned program allowances to track the pace of expenditures and prevent lapse of funds or over expenditures
Contribute to the initiation, refinement, and implementation of applicable policies and procedural guidance.
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

- Males born after December 31, 1959 must be registered with the Selective Service.

Qualifications
In order to qualify for a Grants Management Specialist, GS-1109 position at the GS-09 level, you must have:
A. completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., if related; OR
B. 1 year of specialized experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Reviewing grant/cooperative agreement applications for compliance with administrative procedures. 2.) Providing information to applicants on the grant/cooperative agreement procedures and regulatory requirements. AND 3.) Drafting grant/cooperative agreement-related documents (e.g., award notices, status reports). OR
C. a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
In order to qualify for a Grants Management Specialist, GS-1109 position at the GS-11 level, you must have:
A. completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related; OR
B. 1 year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Evaluating budget justifications by assisting with financial/cost analysis. 2.) Tracking expenditures to ensure compliance with grant/cooperative agreement terms and conditions. 3.) Advising applicants or grantees on administrative issues (e.g., incomplete application). AND 4.) Developing grant/cooperative agreement-related documents (e.g., award notices, status reports). OR
C. a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
In order to qualify for a Grants Management Specialist, GS-1109 position at the GS-12 level, you must have 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Advising applicants and grantees on financial and business management issues. 2.) Monitoring grant/cooperative agreement-related budget to prevent lapse in funding. 3.) Teaching grant/cooperative agreement-related procedures and requirements to junior-level colleagues or management. AND 4.) Evaluating grant/cooperative agreements (e.g., reviewing reports, performing on-site visits) to ensure compliance with organizational policies (e.g., financial) and laws/regulations.
