This position is located in the Small Business Administration, Performance Planning and CFO in Washington, D.C. Serves as the Chief of the Contracting Office. The Office is responsible for ensuring performance of all necessary pre-award, award, and post award actions for effective contracting, ensuring contractor compliance with terms and conditions of the contract, and safeguarding the interests of the United States in its contractual relationships.

Duties

Provides support for all phases of the acquisition, procurement, and contracting processes Serves as the principal expert advisor for the Senior Procurement Executive and other top agency officials with regard to procurement and contracting matters. Supervises three Contract Operations Branches each with a staff of 6 to 7 warranted contracting officers and non-warranted contracting specialists. Identifies and directs work to be accomplished by Branch Chiefs, sets, and adjusts short-term and long-term priorities, complexity and difficulty of tasks, and capabilities of employees. Works with each major customer program partner to review and approves all desired contracts awards dates and determines all requirements for purchase requests submission dates. Represents the SBA at internal and/or external forums, providing administration positions, and creating a written record of policy, process, and program developments. Performs other duties as assigned.

Qualifications

GS-15: At least 6-years of experience in contracting or related positions. At least one (1) year of that experience must have been specialized experience at or equivalent to the GS-14 grade level in the Federal service: planning acquisition approaches; supervising acquisition professionals; and advising senior leadership and program offices regarding acquisition approaches. These qualifications must be clearly referenced in your resume. AND Education Requirement: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours (36 quarter hours) in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Transcripts (official or unofficial) must be submitted in support of this education requirement. If selected, official transcripts will be required. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. Successfully completed ALL mandatory training course requirements to hold a current Level III Federal Acquisition Certification (FAC), FAC-Pro or Defense Acquisition Workforce Improvement Act (DAWIA) Certification in the field of Contracting-typically referred to as a FAC-Contracting Level III or a DAWIA Contracting Level III. You must submit a copy of your current Level III FAC-C/DAWIA or FAC-Pro Certification with your application package. Failure to do so will result in an ineligible rating and loss of further consideration for this vacancy. All qualification requirements must be met by 11:59 pm (Eastern Time) on 01/29/2024.
