This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Walla Walla District has a civilian workforce of more than 900 personnel in engineering, scientific, technician, trades/crafts, and administrative support staff positions which manage water resources for navigation, flood control, disaster assistance and hydroelectric power generation.
Duties
Performs a wide variety of budgetary and financial functions in support of the Walla Walla District's Civil and Environmental missions.
Performs program planning, budgeting, monitoring and administrative control of program funding in the following programs: Revolving Fund (CW), Civil Works Regulatory projects, Maintenance and Operation of Dams.
Instructs and advises Program Managers, Project Managers, Budget and Program Analysts on appropriate use of financial criteria such as sources of funding, AMSCO structure, location coding, limitations, and reporting.
Accept or reject funds for Walla Walla District.
Provides guidance and recommendations concerning the legal and regulatory aspects of the acquisition and use of funds for program and administration purposes.
Prepares reports relating to the fund status of direct programs and is responsible for reprogramming and transferring funds.
Generate Facility billings in CEFMS II and to provide general Operating Budget support to the General and Administrative Offices.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- FINANCIAL MANAGEMENT Level 2 certification required as such in accordance with the National Defense Authorization Act (NDAA) 2012 and must be obtained within 2 years.

Specialized Experience: One year of specialized experience which includes formulating budget estimates and analysis for current and/or future program years and verifying appropriate use of funds. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: business administration or accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
