Duties
As a Instructional Systems Specialist, you will:
Serve as consultant and technical expert in instructional systems design, adult learning theory, principles of education and training, concepts of blended learning, micro-learning and other innovations in learning and instruction as strategies for designing instructional and training delivery systems.
Analyze the training program for the Multifamily Housing determining instructional soundness of design, development and selection of suitable learning instruments, materials, and resources for employees in Headquarters (HQ) and the Field.
Perform training analyses (including but not limited to, needs analysis, task analysis, audience analysis and occupational analysis) to determine trends and root causes for gaps in performance or desired outcomes.
Monitor existing and proposed courses for application of the most appropriate technology, blended learning techniques and innovative approaches available for effective and efficient course design.

You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the GS-13 is one year (52 weeks) of experience at the GS-12 level, or equivalent, that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position,specialized experience is defined as working with instructional systems design and development methodologies and principles to create and conduct training needs assessments to determine the requirements for either revision of instructional systems or the development of new training materials.
Examples of such experience may include:
Developing training or instructional materials based on an agency's educational theory and emerging instructional technologies; OR
Providing technical advice, guidance and recommendations to management and other key officials on training and developmental design.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Education
Basic Requirements:Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
-Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
-Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
-Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
-Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
-Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the
