This position is located at the Fort Belknap Service Unit in Harlem, MT and reports to the Director of Field Operations. The incumbent has full and final responsibility for all matters relating to the overall operation of the service unit.

Duties

Provide leadership to clinical and administrative subordinate manager supervisors. Responsibility and accountability for managing all activities in the Service Unit. Identify needs and implement a health care delivery system. Develop annual operations and budget for the Service Unit related to strategic plan. Monitor all personnel management activities within the service unit health care system.

INDIVIDUAL OCCUPATIONAL REQUIREMENT Undergraduate and Graduate Education Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. -- OR -- Experience Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess: Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. In addition to meeting the Individual Occupational Requirements, you must also meet the minimum qualification stated below. MINIMUM QUALIFICATIONS Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-15: 1 year of specialized experience equivalent to at least next lower grade level. Examples of Specialized Experience GS-15: Day-to-day oversight of various clinical and administrative functions, leading and directing employees and programs. Implement policy and plans for a health care delivery system and accrediting bodies. Experience with the following: budget and financial aspects to accomplish program planning objectives, health care management, and clinical systems. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
