The Registered Respiratory Therapist is also considered a Home Oxygen Coordinator (HOC) reports directly to the Respiratory Therapy Supervisor and will perform task as assigned or directed. The Home Oxygen Coordinator (HOC) is responsible for providing the coordination and local clinical oversight of the Home Oxygen Program.
Duties
Major duties include but are not limited to the following:
Responsible for evaluating all program deficiencies and program compliance/non-compliance as it relates to the Home Oxygen Program and VHA policies or Joint Commission accreditation.
Perform internal and external QA monitoring, ensuring that the patient's annual renewals are completed by the facility in a timely manner.
Responsible for executing written orders from physicians.
Responds to consults and special request throughout the hospital as well as out-patient needs.
Respond to emergent calls without delay, and are expected to prioritize routine respiratory services as required.
Conducts weekly Home Oxygen Evaluation Clinic
Participates in all monthly Home Respiratory Care Team meetings.
The HOC will ensure that the administration of the Home Oxygen Program is conducted in a uniform manner facility-wide.
Serves as technical expert for the Home Oxygen Program in respect to patient's confidentiality and privacy, systems, programs and equipment.
Manage data collection, evaluation, and reporting.
Exercise a high degree of skill and sound judgement in applying healthcare techniques.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Individuals must have successfully completed a respiratory care program accredited by the CoARC or its successor.
Licensure. Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a full, current and unrestricted license from a state to practice as an RRT.
Credential. Persons appointed or reassigned to RRT positions in the GS-0601 series must possess and maintain for the duration of employment a valid, current, unrestricted credential of RRT.
English Language Proficiency Requirement- Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements listed above, all individuals referred and assigned to this occupation must meet the following qualification requirements and Knowledge, Skills and Abilities (KSAs) as follows:
Experience, Licensure and Credential. Candidates must have the following:
One year of creditable experience equivalent to the GS-11 grade level demonstrating the clinical competencies described at that level. Examples of specialized experience include:
Oversees the administrative and clinical aspects of a major specialty program;
Mange programs to include but not limited to; home oxygen, home ventilators, amyotrophic lateral sclerosis (ALS) clinic, pulmonary procedure lab, sleep/positive airway pressure (PAP) clinic;
Supervise, lead, or administratively manage employees assigned to their program(s) by providing leadership, direction, orientation, in-service training and continuing education programs;
Perform analytical studies and interpret results to improve operations;
Develops and maintains policies and procedures for program operation and prepares reports and statistics for facility and patients.
AND
Hold an active license and RRT credential. The following certifications are preferred but not required: a. Certified Tobacco Treatment Specialist
Pulmonary Rehabilitation Certificate issued AARC
AE-C awarded by the NAECB
COPD Educator course offered by the AARC
AND
Demonstrated Knowledge, Skills and Abilities. In addition to the requirements above, candidates must demonstrate all the following KSAs:
Ability to develop policies and guidelines regarding new and emerging procedures.
Ability to implement policies and guidelines regarding new and emerging procedures.
Ability to maintain policies and guidelines regarding new and emerging procedures.
Ability to make recommendations regarding new and emerging procedures.
Ability to perform complex analytical studies of patient care.
Ability to interpret results to coordinate the management and evaluation of patient care.
Ability to coordinate the work of subordinate staff.
Ability to manage all aspects of a complex patient care program including day-to-day operation, training program resources and fiscal management.
