About the Position: Position is with the Huntington District located in Huntington, WV. Duty location negotiable within the Huntington District. Will serve as an Engineering Technician coordinating contract actions between the District Field Sites and the District Contracting office. Applicants can be selected at either the GS-07, GS-08, GS-09, GS-10, or GS-11 level. The target grade of this position is GS-11.
Duties
Prepares plans, specifications, and SOW to support field activities associated with service and construction contracts.
Prepares estimates of costs and other requirements.
Performs regular technical inspections of navigation and flood risk management facilities to include measurements of components, visual condition inspections, and qualitative judgment of condition.
Provides technical guidance to the field sites through collaboration and coordination with the various engineering teams or individual project engineers supporting maintenance and repair projects.
Assists project engineers with maintenance record keeping, to include Facility Engineering Management (FEM) data entry, maintenance tracking, as-built drawing updates, job completion reports, after action reports and scheduling.
Revises plans, estimates, specifications, drawings, and SOWs in event modifications are needed based on changes in site conditions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires Temporary Duty Travel (TDY) up to 50% of duty time.
- This position requires the incumbent to lift and carry materials weighing 40 pounds or more and will require a pre-employment physical exam.
- This position requires a valid State motor vehicle operator's license prior to appointment and maintain the license for the duration of employment.

To qualify at the GS-0802-07 grade level, you must have:
Specialized Experience:
A. One year of specialized experience which conducting basic maintenance and construction activities on projects related to new or existing buildings, dams, and other facilities; preparing plans and reports to document progress of maintenance activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
OR
B. Successfully completed one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as engineering technology, construction, or industrial technology. (Note: You must attach a copy of your transcripts.)
OR
C. Successfully completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). D. Has the specialized experience as described in A, but less than one year; and I have some graduate education as described in B, but less than the required one year. I have computed the percentage of the requirements that I meet and the total is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. To qualify at the GS-0802-08 grade level, you must have:
Specialized Experience:
A. One year of specialized experience which includes conducting non-routine maintenance and construction activities on projects related to new or existing buildings, dams, and other flood control facilities; preparing plans and reports to document progress of maintenance activities; maintaining files regarding the inspection reports of maintenance projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
B. Has one and a half years (27 semester hours) of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities to perform the work of the position, such as engineering technology, construction, or industrial technology. C. Has the specialized experience as described in A, but less than one year; and I have more than one year but less than the required education in B. I have computed the percentage of the requirements that I meet and the total is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education completed beyond the first year (total semester hours minus 18) by 9. Add the two percentages. To qualify at the GS-0802-09 grade level, you must have:
Specialized Experience:
A. One year of specialized experience which includes developing and coordinating extensive maintenance and construction activities on projects related to new or existing buildings, dams, and other flood control facilities; preparing plans and reports to document progress of maintenance activities; maintaining files regarding the inspection reports of maintenance projects; utilizing automated software programs to enter data regarding maintenance updates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
OR
B. Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as engineering technology, construction, or industrial technology . (Note: You must attach a copy of your transcripts.)
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Specialized Experience: One year of specialized experience which includes preparing Scopes Of Work (SOW) and Project Management Plans (PMPs) for maintenance and repair projects; reviewing designs and SOW that are developed using Computer Assisted Design and Drafting (CADD) and Geospatial Information Services (GIS) software; assisting with inspections of maintenance and repair service work to report findings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
To qualify at the GS-0802-11 grade level, you must have:
Specialized Experience: One year of specialized experience which includes preparing, reviewing, and coordinating Scopes Of Work (SOW) and Project Management Plans (PMPs) for maintenance and repair projects; reviewing designs and SOW that are developed using Computer Assisted Design and Drafting (CADD) and Geospatial Information Services (GIS) software; conducting field inspections of maintenance and repair service work being accomplished to document and report findings and ensure quality control measures are in place and standards are achieved. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
