About the Position: This position is located at an Operations Lake Office, which has extensive recreational facilities, substantial and recurring natural resource management activities, high annual recreation attendance and increasing real estate actions. Acts as the on-site agency representative, manages the lake Visitor Center and performs daily and periodic project operations and administrative requirements.

Duties

Prepares and/or works with the project staff in the preparation of various planning documents for the project. Assists with lake projects' environmental compliance programs. Keeps informed and attends training regarding environmental regulations, using the Environmental Review Guide for Operations (ERGO) as a guide. Oversees the conservation, preservation, restoration and use of all project natural resources. Develops guidelines, standards and procedures for analyzing public needs, demands, site carrying capacities and resource capabilities. Provides comments and oversight regarding the recreation sponsor's construction and/or rehabilitation of campsites, picnic sites, roads, and associated structures in the recreation areas. Explains to the visiting public conditions prevailing within the project area, its purpose, and association with other programs, rules, and regulations affecting use of facilities, etc. Provides expertise in the management of a water resource project as it pertains to the dam and appurtenant structures in conjunction with daily duties.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a requirement to lift-up to 50 lbs. in the regular performance of duties.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
  • Incumbent must obtain and maintain Corps of Engineers motorboat operators license within 24 months of employment.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: GS-11- One year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes one of the following; Serving as a Natural Resources responsible for overseeing projects in conservation, preservation, restoration, developing guidelines, standards, procedures for analyzing public needs/demands, and resource capabilities in support of mission. You will be evaluated on the basis of your level of competency in the following areas: LeadershipNatural Resource ManagementPublic Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
