VA Central Western Massachusetts is currently recruiting for a full-time Maintenance & Operations Supervisor of the HVAC/R & Mechanical Shop for the Facilities Management Service (FMS). The campus consists of approximately 25 multi floor buildings containing various levels of building service equipment to support the functional work groups of the occupants. S/he is the first line supervisor and has full administrative control and supervision of all shop personnel.
Duties
Duties include, but not limited to:
Supervise the operations, maintenance and repair of all Heating Ventilation Air Conditioning and Refrigeration (HVAC/R) systems and central chiller plant.
Supervise the operations, maintenance and repair of all plumbing fixtures and equipment, underground and interior potable water and sewer utility systems, water main pumps and valves, back flow preventer's, hot water heaters, water filtration and systems to prevent Legionella.
Supervise the operations, maintenance and repair of wet, dry and glycol Fire sprinkler systems, Ansul systems, Fire & Smoke detection system, Fire pumps, Smoke & Fire boundaries, ventilation fire dampers and Life Safety code compliance.
Supervise the operations, maintenance and repair of all medical gas systems to include: oxygen, medical air and medical vacuum.
Supervise the operations, maintenance and repair of all mechanical needs such as: kitchen & bakery equipment, building service equipment, elevators, wheel chairs & electric scooters, hospital beds, supply & exhaust fans, appliances, air compressors, etc.
Develop a complete Lock Out Tag Out (LOTO) program with individual procedures and for all equipment that the HVAC/R & Mechanical Shop is responsible for in accordance with OSHA and VA regulations.
Develop a complete Preventative Maintenance (PM) program in accordance with manufacturers recommendations, NFPA, Life Safety Codes and VA regulations.
Plans and performs all work, minor construction and repairs in accordance with blueprints, specifications, instructions and regulatory requirements.
Provides input in the development of construction projects and Non-Recurring Maintenance (NRM) projects. Interprets complex blueprints and specifications and furnish technical details and information if not readily available or understood by subordinates.
Develops and ensures shop compliance with a complete Arc-Flash program in accordance with NPFA-70E and VA regulations.
Orders materials, and maintains shop inventory based on anticipated workloads, delivery times and projected shortages.
Plans overall work schedules and sequence of operations on a daily, weekly, monthly or longer basis to assure an even flow and distribution of work, the expeditious handling of priority work assignments and meeting of schedules and deadlines.
Develop and plan annual budgets, statements of work, independent cost estimates and capitol equipment replacements. Trains and becomes certified as a Contracting Officers Rep (COR) for section contracts.
Conducts life safety inspections and assigns work from such inspections; creates follow-up measures on critical or urgent items identified during inspections and coordinates all needed repairs or maintenance; prioritizes, integrates and coordinates various work activities.
Reviews and analyzes production costs and personnel utilization records in order to evaluate work progress, control and reduce costs, evaluates continuing problems and directs necessary corrective actions or changes in work method.
Manage employee's to include: prioritizing and coordinating work activities, investigate and improve low productivity, employee evaluations, disciplinary actions, award recommendations, time & attendance and professional development.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The position is that a Working Supervisor (WS) and as such requires considerable walking and/or driving while making work inspections or responding to emergency situations. Work requires standing, stooping, bending, sitting, crawling, climbing and reaching. Must be able to supervise work for prolonged periods of time while working around high voltage, steam lines, ladders, staging, mechanical rooms, catwalks, steam tunnels, aerial lifts and/or crawlspaces. Frequently lifts and carries tools, materials, equipment, ladders, scaffolding and supplies up to 50 pounds unassisted. Occasionally lift and carry items over 100 pounds with assistance or mechanized equipment. Emergency situations will require the employee to work in extreme hot, cold, stressful situations or darkness to direct employees and correct the incident at hand.
Working Conditions: Incumbent may work from desk, ladders, scaffolding, and/or aerial lifts. This position requires working in uncontrolled environments, inclement weather conditions, and in confined or uncomfortable spaces. Many work sites are hot, dirty, dusty, greasy, poorly lit, no ventilation, cramped, wet, possibly contaminated with sewage and unpleasant odors. S/he is occasionally subject to dangerous working conditions including exposure to hazards normally encountered in a hospital setting, including lead and asbestos; various types of infections; needles and/or human waste. May be subject to electrical shock, electrical or steam related burns, cuts, bruises, and strains. Incumbent is required to wear appropriate Personal Protective Equipment (PPE), as necessary, to accomplish assigned tasks in a safe manner. The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, mechanical rooms, steam tunnels, crawl spaces and patient environments.
