Basic Requirements: Law Enforcement Proficiency (Technical Proficiency): Skill in applying administrative and criminal investigative techniques and procedures; Demonstrating knowledge of criminal statues, rules of evidence, precedent court decisions, legal aspects or investigations; Applying skills in interviewing techniques and examination of evidentiary documents or material; and Applying knowledge of functions and jurisdictions of other Federal, State and local law enforcement agencies. To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience is defined as: Applying knowledge of law enforcement functions, laws, policies, and procedures and jurisdictions of other Federal, State and local law enforcement agencies, and surface and aviation security regulations and policies to develop, test, and make recommendations to TSA operational security programs; Applying knowledge of Law Enforcement/Federal Air Marshal Service (LE/FAMS) mission; and related managerial, operational training principles, and content developed to support the mission; and Demonstrating knowledge of criminal statues, rules of evidence, precedent court decisions, legal aspects or investigations, interviewing techniques and examination of evidentiary documents or material and the functions and jurisdictions of other Federal, State and local law enforcement agencies. LAUTENBERG AMENDMENT: This position may require the selectee to carry a firearm. Any person who has been convicted of a misdemeanor crime or domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g) (9)). A "misdemeanor crime of domestic violence" is generally defined under the statute as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent, or guardian. The term "convicted", as defined in the statute, excludes any person whose conviction has been expunged, set-aside, or pardoned or any person whose civil rights have been restored unless the pardon, expungement, or restoration of civil rights expressly prohibits the possession of firearms or ammunition. Applicants who have been convicted of a misdemeanor crime of domestic violence within the meaning of the referenced statute are not qualified for this position. Applicants under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by applicants is criminally punishable by fine or imprisonment (Title 18, U.S.C., Section 1001). Conditions of Employment This position is emergency essential. DHS TSA employees may be subject to 24-hour on call duty in the event of an emergency. This service may require irregular working hours, work at locations other than the official duty station, and may include duties other than those specified in the position description. Selectee must be able to relocate to emergency sites with little advance notice and function under intense physical and mental stress. Must be able to obtain and maintain a Top-Secret security clearance based on a Special Background Investigation (SBI). This is a testing designated position. Selectee must successfully pass drug and alcohol tests (negative result) and subsequent random drug/alcohol testing in accordance with TSA policy. Required to sign a Mobility Agreement. This is a supervisory position and is subject to the supervisory probationary period, unless the selected incumbent has already completed it. May also be required to complete an appropriate supervisory training course within one year of assignment to this position. This position is covered by the Federal Law Enforcement Retirement System, and the employee is eligible for 25% Law Enforcement Availability Pay (LEAP). This position requires employees to engage in moderate to arduous physical exertion. Employees must meet and maintain medical requirements for law enforcement officers (including medical examinations and physical abilities assessments). Employees may be required to engage in physically strenuous and stressful activities during potentially dangerous duties that include but are not limited to, the use of defensive tactics. This position requires employees to successfully complete all relevant training programs. Federal Air Marshals are required to carry a firearm and maintain firearms proficiency as part of conducting law enforcement activities. Federal Air Marshals may be required to use deadly force, if necessary. Selectees may be required to travel as a Federal Air Marshals at various times during the day and night, and this travel routinely requires overnight stays both domestically and internationally. Travel may include areas or locations that may be dangerous or present health hazards. These requirements must be documented within the job description and the ability to obtain and maintain for continued employment in the position (appropriate security clearance, mission essential, medical, driver's licenses, drug testing, etc.). Selectees who are authorized PCS benefits should relocate and report to their assigned duty stations within 120 days from notification that these funds are accessible. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
