Job opening: Program Analyst

Salary: $72 553 - 113 047 per year
Employment Type: Full-time
Serves as a Program Analyst in the Master Planning Division (MPD), Engineering Department, of the United States Section, International Boundary and Water Commission (USIBWC). Directly supports agency strategic and master planning, project/program coordination, budget planning, and agency representation with key stakeholders. Participates in the development of agency short-term and long-term plans to support the USIBWC Strategic Plan, contributing to all of the agency's strategic goals.

Duties

Provides planning and project management oversight for designated USIBWC programs and projects. Reviews proposed project requirements to ensure compliance with agency objectives, priorities, regulations, and appropriations. Coordinates planning across departments, identifies problems and study objectives, and formulates solutions. Oversees the integration of separate functions for funding, procurement, scheduling, environmental, engineering, and implementation or construction. Composes agency-wide short-term and long-term planning documents to identify priorities and incorporates USIBWC mission and objectives. Coordinates and assists in the development and update of the out-year budget funding plans for capital projects. Reviews cost estimates, and budget formulation documents and provides substantive input.

Requirements

  • You must be a U.S. Citizen or Naturalized U.S. Citizen.

  • You may be required to serve a one year probationary period.
  • You must maintain Direct Deposit of your Federal pay.
  • You must possess a valid driver license, without impeding restrictions, and issued by a U.S. State, the District of Columbia, or a U.S. territory.
  • You may be required to work overtime.
  • You may be required to enter Mexico to carry out official agency business.
  • You must complete and submit the required U.S. Office of Government Ethics Confidential Financial Disclosure Report within 30 days upon entrance on duty and annually thereafter.
  • You may be required to travel, with overnight stay, up to 15% of the time.
  • You must possess, or obtain and maintain, either upon or within 45 days of appointment, a Federal Acquisition Certification for Contracting Officer’s Representative (FAC-COR) Level I.

Qualifications

Qualifications must be met by 01/29/2024. Minimum Qualification Requirement - To qualify for this position, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Statement of Difference: At the lower grade (GG-11) the employee works under close supervision and works in a developmental capacity performing assignments and completing training which are required to prepare the employee to gain the knowledge and skills necessary to perform the duties of the full performance grade level (GG-12). The employee receives progressively more responsible assignments as experience and training are received. GG-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. GG-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Examples of Specialized experience: applying principles of strategic planning and performance goals and metrics; researching and applying project management tools to coordinate assignments; analyzing data for capital and asset management, performance management, and reporting; overseeing project milestones, schedules, and budget estimates; composing short-term and long-term planning documents to identify mission priorities, available resources, and consideration of risk management; overseeing the execution of various project phases, such as planning, environmental, and design implementation; reviewing and recommending approval of operating plans and approaches; ensuring adherence to established internal controls; representing an agency for initial planning of programs/project designs and provides responses to project questions and issues; coordinating and assisting in the development and update of out-year budget funding plans for capital projects; interacting with personnel and representatives of other organizations at the federal, state, and local levels to convey agency plans and program requirements. Part-Time or Unpaid Experience: Credit will be given for unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment. Time in Grade (TIG): Current and former Federal employees must have a minimum of 52 weeks at the next lower grade level to be eligible under Merit Promotion procedures. An SF-50 must be provided that verifies eligibility as stated in the Area of Consideration section.
