The Behavioral Health Care Line (BHCL) at New Mexico VA Health Care System (NMVAHCS) is one of the largest clinical care lines within the Southwest Region Veterans Integrated Service Network. The BHCL provides medical and mental health services to Veterans state-wide and the VA catchment area of SW Colorado. It is an affiliated training site for the University of New Mexico Campus and Medical School.
Duties
The New Mexico VA Health Care System (NMVAHCS) is seeking a Social Work Division Chief to work full time in the Behavioral Health Care Line (BHCL). Incumbent will work with the BHCL Leadership Team which consists of a Director, Chief of Psychiatry, Chief Nurse, Chief of Psychology, Business Manager and Administrative Officer.

Duties include, but are not limited to:
Perform direct oversight of social work staff assigned to Behavioral Health Care Line (BHCL) Programs and report to the Behavioral Health Care Line (BHCL) Director.
Provide consultation to Care Line program managers and other staff on social work qualification standards, social work practice, social work competency, social work productivity, and social work continuing education.
Identify needs for social work assessment, evaluation, and treatment; determine priority needs for social work services; make recommendations regarding adjustment to staffing; oversees issues related to licensure, professional standards and peer review in the programs.
Work closely with the BHCL Leadership team, collaborate with other discipline leads to support the mission of the VA and the leadership of the Chief of BHCL.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).
Licensure. Candidate must be licensed or certified by a state at the advanced practice level, and must be able to provide supervision for licensure.
Education. Have a master's degree in social work (MSW) from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
GS-13 Supervisory Social Worker Experience: In addition to the basic requirements, applicants must have at least one year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
In addition to the experience above, candidates must demonstrate all of the following KSAs:
Skill in coordinating and implementing one or more specialty program(s), across the facility.
Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Knowledge of organizational structure and impact on program operations.
The vacancy is GS-13 and is above the full performance level. The actual grade at which an applicant may be selected for this vacancy is GS-13.
