THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-2130-09 TRAFFIC MANAGEMENT SPECIALIST (TITLE 5), Position Description Number T5799501 in FAC 42C100 and is part of the MO 131st Bomb Wing.
APPOINTMENT FACTORS: This is a Title 5 Permanent Excepted Service position. This is a non-bargaining position.
Duties
Serves as the technical transportation advisor to all statewide operating officials on all matters dealing with commercial movement of personnel and equipment.
Analyzes and advises on transportation considerations relative to the domestic and international movement of equipment, supplies, and personnel via all commercial transportation modes.
Assist in the development of, maintains, and exercises the commercial traffic functions of mobilization plans, as well as training programs for managers and mobilization augmentees on related transportation subjects.
Obligates and executes funding for the commercial transportation mission.
Ensures that traffic management and transportation services required to support the mission are accomplished.
Reconciles Commercial Bills of Lading to verify receipt and shipment of equipment and supplies.
Makes recommendations for changes in local policies and procedures to support the economical movement of contractually procured materials from vendors.
Interprets and enforces Federal, State, and local regulations concerning the movement of hazardous materials and general commodities through various modes of carriage.
Safeguards accountable transportation documents, which may include: Government Bills of Lading, Government Transportation Requests, and Uniform Service Meal Tickets.
Inspects, or provides for inspection of, commercial carrier terminals to locate and expedite delivery of astray government shipments.
Manages the Carrier Performance Program for the state and provides input to the Traffic Manager for the overall program.
Procures domestic and international travel for both military and civilian passengers.
Reviews the travel arrangements provided by the Travel Services Contractor ensuring that special fares and/or discounts are utilized when feasible.
Ensures advance procurement of transportation services to achieve greatest overall cost efficiency and oversees the audit of the Travel Services Contractor for application of appropriate discounts for official travel.
Advises travelers on entitlements and responsibilities and manages the processing of refunds for unused commercial tickets into the government accounting system.
Maintains all transportation related automated systems and databases to support the Traffic Management Programs for the State.
Accomplishes the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA).
Performs other duties as assigned.
Requirements

- Must be able to obtain and maintain a state driver’s license.
- United States Citizenship is required.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Males born after 31 December 1959 must be registered for Selective Service.
- Participation in direct deposit is mandatory.
- Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
- Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.
- Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
- The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
Qualifications
GS-09 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience equivalent to at least the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates that you have the ability to manage the movement of freight and passengers; determine transportation and operating costs; interpret new regulations/requirements and develop local policies to implement changes effectively; direct and coordinate a full range of traffic management functions; applying applicable federal, state and local laws and regulations concerning transportation and traffic procedures; preparing reports and recommendations involving appeals, special permits, adjustments in rates and charges; and negotiating with carriers on individual shipments or traffic movement. The specialized experience must also demonstrate your ability to exercise supervision over subordinate employees; plan, coordinate, and carry out the successive steps in fact finding and analysis to complete phases of projects; and resolve work problems in accordance with policies and guides.
Education
This job does not have a qualification requirement that allows substitution of education for specialized experience.
