This position is located within the Patient Care Services of the VA West Palm Beach Health Care Center, FL. The employee will verify and enter time in the timekeeping software for assigned areas, perform administrative and/or clerical procedures to support a variety of office, quality, and performance improvement initiatives and clinical functions. The employee will also train others and keep abreast of any changes to the timekeeping software and procedures.
Duties
Mayor Duties are but not limited to:
The Incumbent provides timekeeping management for a minimum of over 200 staff in the Centralized Timekeeping Unit of Patient Care Services.
The incumbent utilizes the electronic time and attendance (T&A) system to enter/adjust tours of duty for all assigned departments/services or work units daily to facilitate bi-weekly payroll processing.
The incumbent is responsible for posting and validating regular time, overtime, compensatory time, as well as various leave types including annual leave, sick leave, military leave, leave without pay, FMLA, and authorized absence.
The incumbent processes timecards for a variety of appointment types including Title 38, Hybrid Title 38, Title 5, full-time and part-time appointments.
The incumbent is responsible for annotating remarks for special time and leave postings that are entered in the PAID System.
The incumbent is responsible for ensuring that corrected timecards are completed timely.
The incumbent utilizes a variety of tools to review time and leave status for staff in preparation for timely submission of timecards.
The incumbent reviews the payroll 'Exceptions' list daily and makes appropriate adjustments to timesheets.
The Incumbent advises staff and management of actions required to clear pending Exceptions.
Work Schedule: Monday - Friday 7:00am - 3:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the Time and Leave Clerk (OA). Examples of specialized experience would typically include, but are not limited to: The uses of computers and automated systems to perform a variety of administrative duties using all types of software, take and transcribe manuals, Maintain and prepare time schedules for the staff, arrange meetings, and prepare correspondence, charts, and documents. Identifies, coordinates, and tracks post-meeting action items to completion. Routes, controls, and distributes mail and other office communications in accordance with established procedures end knowledge of the organization and assigned personnel. Responsible for timekeeping functions making sure the appropriate approvals are entered into the system for supervisory staff and the appropriate Leadership staff within established timeframes. Serve as liaison between managers and staff for administrative reports and/or issues. Provide office support by answering phones, greeting visitors, distributing mail, and filing. Participates in process improvement initiatives or activities at the Unit, Service or Center level. Prepare, input and maintain staffing information; Assures all periods of annual and sick leave are covered by an electronic leave request; Familiarity with Directives, memoranda and manuals which provide regulations and working guidelines; Resolves Payroll problems and answers questions regarding employees' salaries and deductions. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school leading to a bachelor's degree or a bachelor's degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 60 semester hours.

Physical Requirements: Work requires sitting, walking, climbing stairs, standing, bending and carrying light weight items such as books and papers.
