The position is in the Office of Procurement and Contracts (APC). The purpose of this position is to provide for the pre-award and post-award functions for a variety of supply, service, architect and engineering, and construction contracts for all offices in the National Gallery of Art.

Qualifications

Candidates must meet the Qualification Standards Handbook requirements for the GS-1102-11. GS-11 Specialized experience is at least one year of experience, equivalent in responsibility to the GS-9 grade level in the Federal service, as a contract specialist. Your application and resume must demonstrate that you possess the following knowledge, skills and abilities (KSAs). Do not provide a separate narrative written statement. Rather, you must show in your résumé how your past work experience demonstrates that you possess the KSAs identified below. If asked to do so, cite specific examples of employment or experience contained in your resume and describe how this experience has prepared you to successfully perform the duties of this position. DO NOT write "see resume" in your application! Those applicants who meet the minimum qualification requirements will be evaluated against these factors to determine the best-qualified candidates. Knowledge of law, regulations and practices associated with procurement. Skill in formulating and negotiating a Government cost/price objective, and managing financial aspects of contracts. Ability to communicate with various stakeholders regarding projects and assignments. Other Relevant Eligibility Criteria: Candidates must have completed a four-year course of study leading to a Bachelor’s degree in any field or at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.  "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration under merit promotion procedures. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. You must meet all qualifications and eligibility requirements by the closing date of this announcement.

Education

Basic Requirements for GS-5 through GS-12

  1. A 4-year course of study leading to a bachelor's degree with a major in any field;

    or

  2. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitativemethods, or organization and management.

    Applicants who meet the criteria for Superior Academic Achievement qualify for positions at the GS-7 level.

    The following table shows the amounts of education and/or experience required to qualify for positions GS-7 thorough GS-12 covered by this standard.

GS-12 and above (No educational equivalent) 1 year equivalent to at least next lower grade level

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

Graduate Education. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Note - For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.

  1. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.
