About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
You may need to complete a 3 year probationary period, if applicable.
This position is with 7th Signal Command, 21st Signal Brigade, 302nd Signal Battalion, located at Camp Roberts, California.
Duties
Control, prepare, issue identification badges, cards, and passes that allow access on to the installation, and at the discretion of the employee, exercises authority to verify and authenticate installation issued badges.
Deny access or arrange for law enforcement access denial for unauthorized personnel or those who do not meet authorized entry criteria.
Assure criminal or Antiterrorism/Force Protection (AT/FP) measures are met to protect installation command and assure mission accomplishment.
Conduct investigative stops, questions, detains, and issues traffic citations as required.
Respond to and investigate emergency calls, complaints and other calls for service.
Appear in court to testify as required in Military Court Martials or Federal and State Court proceedings.
Perform required lifesaving first aid in the event of an emergency as the first responder to an incident until medical emergency personnel arrive.
Conduct traffic law enforcement patrol using specialized equipment such as radar, Lidar and breathalyzer.
Apprehend violators as required by applicable laws or regulations.
Respond to radio calls or reports situations that are general assistance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.
- In accordance with 5 USC 7371, any law enforcement officer who is convicted of a felony shall be removed from employment as a law enforcement officer on the last day of the first applicable pay period following the conviction notice date.
- Incumbent must possess a valid state driver’s license and be able to obtain and maintain a government motor vehicle operator’s license.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
- Employee shifts may be rotated on a regularly scheduled basis.
- Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
- This position is designated as Key. The position cannot be vacated during a national emergency or mobilization without seriously impairing the mission.
- This position is designated "Mission Essential." In the event of severe weather conditions or other emergency situations the incumbent is required to report to or remain at work as scheduled to support mission operations.

In order to qualify, you must meet the experience requirements described below. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes performing a range of law enforcement duties such as physical security; force protection functions; apprehending violators; access control; traffic law enforcement; participating in raids and searches to seize evidence; conducting preliminary and/or ongoing investigations of incidents; issuance of citations; subduing disorderly persons; and maintaining order for protecting life and property.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualifications requirement using experience alone--no substitution of education for experience is permitted.
ADDITIONAL CONDITIONS of Employment
Successfully graduated from the United States Army Civilian Police Academy; or successfully graduate within 12 months of hire date; or is a current employee and is considered grandfathered IAW AR 190-56, unless incumbent has a current approved waiver from the Office of the Provost Marshal General (OPMG).
Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes. These include, but not limited to: weapons qualifications, first aid/CPR and National Incident Management System (NIMS) training requirements.
Incumbent must meet the requirements of AR 190-56: ---Successfully pass a pre-employment and recurring medical evaluation. ---Pass a Physical Agility Test (PAT) within 30 days of hire date and annually thereafter. ---Comply with and maintain the requirements of the Individual Reliability Program (IRP).
NOTE: Federal law requires removal of federal law enforcement officers convicted of felonies. The Omnibus Federal Budget Bill for Fiscal Year 2001 (Public Law 106-554) includes a provision that imposes requirements on federal agencies, including DoD installations, that employ law enforcement officers. The provision, which is in Section 639 of PL 106-554, requires agencies to remove law enforcement officers from employment as law enforcement officers if they are convicted of a felony after the law takes effect. Felony convictions that occurred before the new law takes effect are not included in this requirement; only new convictions will trigger the requirement. The law went into effect on January 20, 2001.
