This National Guard position is for a IT SPECIALIST (PLCYPLN) - TITLE 5, Position Description Number PDT5905700 and is part of the KY 123 AW, National Guard.
Duties
As a IT SPECIALIST (PLCYPLN) - TITLE 5, GS-2210-11, you analyze requirements and establish plans of action for improving IT applications. Analyze IT applications, both hardware and software, to determine potential for enhancements. Recommend adjustments to IT priorities based on the organization's goals and objectives, an assessment of available resources, and extrapolation of cost benefit analysis data. Develop project plans and analyze existing systems to determine if enhancements are appropriate or if an entirely new system would be more cost effective. Perform as plans and policy advisor to functional users of information technology. Develop and interpret policy for administering IT systems. Assess policy needs and develop policies to govern IT activities. Analyze IT system development and ensure policy and guidance are available for its use, that necessary controls are in place, and systems operate as intended. Develop migration plans for implementation of new technology. Identify training needs and develop training programs or recommend sources of training. Provide technical assistance to system users and contractors. Plan and develop methods, procedures, policies, and techniques concerning telecommunication systems. Perform work involved in developing, refining, and complying with telecommunications systems planning and policy direction. Develop planning documentation, review requests for communication services, prepare budgetary justifications, coordinate the allocation of resources, design networks/systems, prepare/review equipment specifications, resolve technical communications problems, and conduct operational acceptance tests. Implement IT and communications programs and special projects. Perform annual inventories. Assist with contracting functions and budget preparation. Recommend funding priority adjustments. Adhere to management control plan requirements by conducting self-inspection and staff assistance visits. Perform other duties as assigned.

Qualifications
MINIMUM REQUIREMENT:
Must have Security+ Certification
SPECIALIZED EXPERIENCE:
Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-09) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of information technology principles, concepts and methods. Experience with techniques and requirements of assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions, coordinating with others outside the organizational unit, and developing project controls necessary to accomplish the assignment. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
