The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.
Duties
The ODNI's Information Management Office (IMO) directly supports the COO and senior leadership by providing essential management of classification, declassification, information access requests, and records. This vacancy seeks a qualified officer to work in one or more of these groups.
Primary responsibilities:
Implement programs, policies, and procedures that result in the effective sharing of information across the Government while protecting Intelligence and Law Enforcement sources and methods, operational equities, and U.S. persons' privacy.
Assist in the evaluation of the potential impact of obstacles to information flow across the Intelligence Community (IC) and collaborate with policy analysts and IC partners to implement policy and process improvements.
Process public access requests-Prepublication, Freedom of Information Act, Privacy Act, Mandatory Declassification Reviews, and others-in accordance with applicable laws, regulations, and internal policies.
Perform a comprehensive range of reviews, which vary by group, with impeccable attention to detail, proper case management, and the ability to manage multiple efforts simultaneously.
Assign search taskers to appropriate ODNI components, closely monitor and track progress, anticipate and address possible impediments to achieving objectives, and ensure that timelines are met.
Review relevant documents for responsiveness to requests, identify key internal and IC stakeholders, coordinate reviews, and resolve discrepancies.
Ensure that customers' needs are met, and that information is timely.
Continually expand personal expertise with regard to information sharing tools, plans, and policies to facilitate the cooperation and effective coordination of the ODNI, the IC, and other U.S. Government agencies.
Collaborate on inter-agency and cross-directorate internal information sharing policies, guidelines, and procedures.
Engage in interagency information sharing activities and programs by coordinating and integrating the competing requirements and priorities of multiple stakeholders, to include planning and participating in interagency meetings.

Applicants are expected to address 'Primary IMO responsibilities' and one or more of the requirements specific to the four groups within IMO:
Classification Management and Prepub: Conduct classification and prepublication reviews, often with short deadlines, and balance competing priorities to meet mission needs.
Declassification Action: Process all declassification requests for the DNI, to include completing searches and responsiveness reviews, identifying other government agency information, and making initial release determinations.
Information Review and Release: Apply analytic skills in reviewing ODNI and IC records for potential release, including the formulation of search strategies, completing responsiveness reviews, identifying other government agency information, proposing release determinations, and applying redactions.
Records Management: Support on records management business processes, to include relaying guidance to ODNI components on how to capture, organize, and dispose of records, regardless of media type, and ensure consistent, standardized guidance on records best practices.
Qualifications
Mandatory Requirements:
Bachelor's degree in one of the following fields or related studies: Archives/Digitization Management; Business Administration; Data Governance and/or Management; History; Information and/or Knowledge Management; International Affairs/Relations; Law; Library/Information Science; Management Information Systems; Paralegal Studies; Political Science; or Public Administration.
Excellent communication, writing, and technical editing skills, with demonstrated success producing documents that are clear and concise for senior executives.
Excellent organizational skills with the ability to proactively manage competing priorities under strict deadlines.
Ability to develop effective professional and interpersonal relationships with peers and colleagues in ODNI, the IC, and U.S. Government, and to earn their confidence and trust.
Knowledge of the mission, charter, roles, and responsibilities of the ODNI, IC, and U.S. Government agencies.
Basic ability to identify emerging information sharing trends and issues, as well as the ability to assess the influence of these trends and issues on the effectiveness of U.S. Government programs.
