The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.

Duties

Major Duties and Responsibilities: The National Counterterrorism Centers Directorate of Intelligence (DI) is seeking a highly motivated individual with strong interpersonal skills and demonstrated subject matter expertise in explosives, improvised explosive devices, conventional infantry weapons, and/or terrorist tactics to join a team that produces sophisticated strategic and tactical finished intelligence analysis. The successful candidate will join a group with a skilled mix of employees on rotation from CIA, DHS, FBI, and DoD, as well as ODNI staff employees. NCTC encourages its analysts to maintain and broaden their substantive and analytic expertise through training and attendance at professional meetings. Opportunities exist for domestic and foreign travel. Qualified candidates will have the opportunity to: Plan, research, develop, and communicate in-depth analyses of complex and significant national, regional, and/or global issues for senior policymakers and key components in the Intelligence Community (IC), law enforcement, and the Office of the Director of National Intelligence (ODNI). Perform research on complex military, technical, intelligence, economic, political, social, cultural, or historical reports and information in support of United States (US) policy, intelligence, and military consumers. Produce a broad range of finished intelligence products in support of US foreign policy and national security interests and anticipate and seek strategic military issues for analysis. Identify strengths and weaknesses of terrorist capabilities and weapons; initiate and apply alternative analysis to determine the range of possible outcomes and consider the warning implications for national security. Utilize a variety of methodological tools and approaches to gain a comprehensive understanding of complex analytic issues, develop and implement strategies for gathering intelligence, or historical information in support of US interests and policy objectives; Cultivate and identify key internal and external sources of relevant information that meet customer and self-derived needs, and incorporate insights and findings into well-crafted, sophisticated intelligence products. Prepare and present written and oral briefings to senior internal and external customers on significant and complex issues; explain complex concepts to non-expert customers and tailor products to correspond to customer needs Maintain productive working relationships with colleagues, experts, IC members, policy committees, and law enforcement agencies as appropriate and use these relationships to share information of interest; Interact regularly with foreign military, diplomatic, and intelligence experts, and attend internal and external training, seminars, or conferences on broader strategic subject areas.

Mandatory Requirements: Demonstrated ability to effectively plan, research, develop, and write high-quality, complex analyses, studies, projects, assignments, and briefings on key US foreign policy and national security objectives focused on a specific region or transnational issue for IC consumers and policymakers at the highest levels of government. Demonstrated analytic and critical thinking skills, including superior ability to think strategically. Demonstrated interpersonal, organizational, and problem-solving skills, in working with individuals at the highest levels of the IC and government in justifying, defending, negotiating, and resolving significant and controversial issues. Demonstrated ability to work effectively both independently and in a team or collaborative environment, and mentor junior colleagues. Demonstrated initiative and creative problem-solving skills and initiative in carrying out mission responsibilities. At least three years of experience as an all-source analyst at a national intelligence agency, federal law enforcement organization, military service component, or combatant command with a focus in fields related to CBRN nonproliferation, explosive materials, or unmanned aircraft systems is required. Individuals with technical backgrounds in the fields of chemistry, microbiology, immunology, infectious disease or public health, radiological safety, and engineering are encouraged to apply. Desired Requirements: Prior work experience, analysis, or testing of explosives and/or improvised explosive devices, unmanned systems, or other emerging technologies.
