The Program Analyst will manage the VISN Action Item program, review incoming e-mail and written correspondence and support the Supervisory Senior Health Systems Specialist to the Network Director in carrying out work in support of VISN operations.
Duties
The position will support Network Director programs with duties that may include tracking items to closure, assisting with scheduling site visits, assisting program managers with action items, providing back-up to the lead management support program analyst, and other administrative staff. The position will assist with other projects as needed within the Office of the Network Director.
Other duties include:
Manages Action Item Program responding to requests for information or data primarily originating from VA Headquarters and other entities.
Maintains a database system for tracking action item responses, creating an electronic action repository.
Applies qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables.
Conducts and performs special studies on designated subjects, requiring extensive research and analysis.
Coordinates, analyzes, evaluates and reports on the effectiveness of program or project area and issues.
Conducts interviews and researches data to identify problems or issues affecting the efficiency, effectiveness, or productivity of the subject area and develops recommendations.
Coordinates, distributes and tracks suspense items.
Provides customer service to management officials at all levels of VA, technical experts throughout VACO.
Coordinates with appropriate staff offices to ensure that all major areas of concern are covered by planning and programming documents.
Provides advice on work efforts to ensure oversight of activities in support of Network administration activities.
Serve as point of contact (POC) for issues related to action items.
Participates in interchange of information on requirements, capabilities, and deficiencies in program studies.
Work Schedule: Monday - Friday, 8am - 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for Ad-Hoc telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of VA laws, regulations, principles, Network procedures and workflow sufficient to conduct reviews and analyses of program operations.
Knowledge and skill in applying analytical and evaluative methods and techniques to issues or perform studies concerning the efficiency and effectiveness of programs administered in the South Central VA Health Care Network.
Knowledge of network program areas, survey instruments and techniques, computer applications. Must have a full understanding of the requirements of various facilities within the network.
Knowledge of the major issues, program goals and objectives, work processes, and administration operation of the Network.
Knowledge of automated work processes is required for conducting the administrative support functions of the Network Office.
Knowledge of the various VHA entities involved in planning and evaluation of Network operations. ~OR~
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have of a master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related (transcripts required). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. ~ OR~
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking, standing, bending, driving an automobile, carrying of light items such as papers, books, etc. No special physical demands are required to perform the work.
