This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Performs all duties of the Defense Civilian Payroll System (DCPS) Program Manager (PM) and Customer Service Representative (CSR) for the installation. Provides over the counter liaison service between civilian employees, timekeepers, supervisors, resource managers, CPAC, and DFAS.

Duties

Maintains DCPS files and tables, performs local record keeping, and provides customer services to civilian employees. Receives, maintains and adjusts individual time, leave, and pay accounts for civilian employees. Uses various input documents and a wide variety of coding structure to process the kinds of attendance reports described under the conditions of typical time and attendance. Examines and verifies a wide variety of time and attendance documents for accuracy, propriety, completeness, and conformance to regulatory guidelines, (e.g. military leave orders, court leave documents, and physician statements).

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a Secret security clearance for the duration of employment.
  • Certification Level 1: THIS IS A FINANCIAL MANAGEMENT Level 1 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • Temporary Duty (TDY) or business travel requirement of 10% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes experience updating payroll records, and individual pay and leave records; determining proper coding to update automated pay and accounting systems; and reviewing personnel actions such as promotions, periodic step increases, awards, demotions, separations/transfers, retirements, conversions, etc.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
