The Assistant Inspector General for Audit (Management, Planning, and Workforce Development) has a fundamental role in the success of TIGTA's Office of Audit (Audit) by being a single focus point for day-to-day executive leadership and direction over the full scope of technical audit and administrative program areas associated with Audit's national operations and authorities under the IG Act of 1978, as amended, and the RRA of 1998.

LOUIS, MO; HOLTSVILLE, NY; NEW YORK, NY; CINCINNATI, OH; PHILADELPHIA, PA; MEMPHIS, TN; AUSTIN, TX; DALLAS, TX; SEATTLE, WA; MARTINSBURG, WV; OGDEN, UT As an Assistant Inspector General for Audit (Management Planning and Workforce Development), you will: - Render day-to-day executive supervision to the Office of Management and Policy and Strategic Workforce Planning and Development Directorate by advising subordinate managers on policy matters and ensuring proper coordination of various projects and activities. - Provide executive leadership, as delegated, to major special studies, analyses and quality review processes generally requiring the services of the multi-functional staffs. - Work with the Deputy Inspector General for Audit other Inspector General officials, and agency managers to ensure maximum utilization of diverse disciplines in achieving program goals and objectives; and render technical advice and counsel to agency managers and officials in responding to program needs. - Act as the Deputy Inspector General for Audit (DIGA) in the absence of the DIGA.

Qualifications

You must meet the following requirements by the closing date of this announcement. MANDATORY EXECUTIVE CORE QUALIFICATIONS - These responses must be uploaded with your application. Structure your ECQ statements in terms of actions you have taken, the context or environment in which the action was taken, and the outcome or results of those actions (Challenge - Context - Action - Result (CCAR) model). Please be advised the individual selected for this position will likely require certification by a Qualifications Review Board (QRB) conducted by OPM, prior to receiving the Senior Executive Service (SES) appointment. Your responses are required for each of the ECQs, unless you have had your ECQs previously certified by an OPM QRB for the SES. If you completed an SES probationary period, or did not have to serve one, and were removed for a reason that made you ineligible for reinstatement to the SES, you will need a new QRB certification. If you already have been certified by an OPM QRB, submit proof such as a copy of the certification or an SF-50 showing SES Career Status. Your SF-50 should show a code 4 in block 34. If it shows a code 3, you must address the ECQs or provide a copy of the OPM certification. You will be evaluated on the following ECQs: ECQ 1 - Leading Change: The ability to bring about strategic change, both within and outside the organization, to meet organizational goals. ECQ 2 - Leading People: The ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3 - Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4 - Business Acumen: The ability to manage human, financial, and information resources strategically. ECQ 5 - Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Mandatory Technical/Professional Competencies: These responses must be uploaded with your application. Applications with blank or perfunctory responses to the TPCs will not be considered. TPC 1 - Describe your experience and application of Federal government auditing standards, techniques and practices with the Government Accountability Offices (GAO) Government Auditing Standards. TCP 2 - Describe your experience leading and directing an organization in planning and administering efforts to recruit, develop and retain a highly qualified workforce. TPC 3 - Please describe your experience working for or with an Inspector General (IG) organization and your broad understanding of how they operate. TPC 4 - Please describe your experience leading, directing and guiding an organization on Federal tax administration or Federal tax matters. TPC 5 - Describe your experience in developing, evaluating, and implementing organizational audit policy, procedures, and directives.

Education

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in auditing or a related field such as business administration, finance, public administration or accounting.
OR
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.


The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
