The Office of Chief Counsel (OCC), Bureau of Alcohol, Tobacco, Firearms and Explosives, Department of Justice, is seeking a Senior Attorney for the General Law and Information Division (GLID) to focus on forensics and laboratory services in support of criminal and civil enforcement. This Senior Attorney is an expert legal advisor for the agency and involved in the most difficult and complex legal issues.

Duties

This position serves as a senior attorney in the Office of Chief Counsel (OCC), Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), Department of Justice (DOJ). The attorney is assigned to the Deputy Associate Chief Counsel, General Law and Information Division (GLID). This position provides expert legal advice relating to ATF's criminal, administrative, and disclosure authorities related to ATF forensic laboratories. Specifically, the attorney will provide legal advice on issues related to forensic chemistry (e.g., forensic analysis of fire debris/arson and explosives), forensic biology, firearms/toolmarks, latent prints, among others, as well as disclosure issues related to the aforementioned services; assist agency policymakers and lab employees by developing and reviewing legislative, regulatory, and policy initiatives; and assist with the investigation, prosecution, litigation, and coordination of ATF's civil and criminal cases involving ATF's laboratory services. This position will also include assisting on legal issues related to on-scene support provided by ATF laboratory experts for a variety of incidents, including bombings, fire scenes, shooting, general crime scenes, and search warrants.

GS-15: Applicants must have at least six years of specialized experience as a practicing attorney. In addition to meeting to the qualifications above, you must meet the specialized experience below: Specialized Experience is defined as experience which is in or directly related to the line of work of this position and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience for this position includes: Expansive experience analyzing, interpreting, and applying laws, regulations, agency orders, court decisions, agency and office opinions and other legal documents. Demonstration of original thinking, mature judgment, and sound reasoning are continually required as new problems of law, policy and procedures are presented for solution. Superior research, analytical, writing, and oral communication skills. Significant experience in criminal law. Preferred Qualifications: In addition to meeting to the above qualifications, the ideal candidate will have experience in all areas of the Division's legal practice. 1. Significant experience with criminal law as it relates to forensic sciences, including research and analysis of forensic science legal issues. 2. Knowledge and experience providing legal advice relating to Federal criminal law matters in general and working with forensic science experts.
