Duty Location: Albuquerque, New Mexico and Pojoaque, New Mexico
This position is concurrently open to Merit Promotion eligibles under Announcement Number BOR-UCB-24-12242390-MP-OPM.
Duties
The selectee will serve as an Engineering Technician working on a wide range of substantive, complex work assignments aligned with professional engineering and architecture fields.
Develop, prepare, and/or review plans, specifications, and cost estimates for construction and/or proposed/ongoing projects.
Prepare draft design requirements and specifications.
Monitor the work for compliance with contract requirements and specifications.
Interpret requirements, define procedures, and validate methods for planning, delivery, and execution of unique project requirements.
Prepares project right-of-way and/or utility easements.
Duties will be developmental in nature when filled below the full performance level.
Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
For the GS-09 Level: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained either in the private or public sectors) performing at least three (3) of five (5) of the following: 1) helping with the design and specification for proposed contracts to provide evaluation and advice; 2) assisting in oversight on construction and/or design projects and document progress and issues; 3) aiding in preliminary layouts, updates, and revisions to drawings; 4) assisting in analyzing data and test results for specific performance characteristics, failures in materials, and equipment deficiencies; and 5) assisting in monitoring contracts, grants, and/or agreements.
OR
Education: Successful completion of at least two full years (36 semester/54 quarter hours) of graduate level education or a master's degree in which the coursework is directly related to the work of the position (such as: Engineering, Construction Management, or Surveying). The education must have been obtained in an accredited college or university. You must include transcripts.
OR
Combination: Successful completion of a combination of graduate level education that is directly related to the position and experience as described above. To combine education and experience, first take (in excess of 18 semester/27 quarter hours). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. The education must have been obtained in an accredited college or university. You must include transcripts.
For the GS-10 Level: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing at least four (4) of five (5) of the following: 1) reviewing design and specification for proposed contracts to provide evaluation and advice; 2) advising on construction and/or design projects and document progress and issues; 3) drafting preliminary layouts, updates, and revisions to drawings; 4) recording data and test results for specific performance characteristics, failures in materials, and equipment deficiencies; and 5) reviewing contracts, grants, and/or agreements.
For the GS-11 Level: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-10 grade level in the Federal service (obtained either in the private or public sectors) performing the following: 1) examining design and specification for proposed contracts to provide evaluation and advice; 2) overseeing construction and/or design projects and document progress and issues; 3) preparing preliminary layouts, updates, and revisions to drawings; 4) analyzing data and test results for specific performance characteristics, failures in materials, and equipment deficiencies; and 5) monitoring contracts, grants, and/or agreements.

You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 01/26/2024.
Education
There is no substitution of education for experience at the GS-10 and GS-11 grade level(s) of this announcement.
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
