Duties

The purpose of the position is to serve as an area office Water and Lands Specialist assisting with relocation and utilities, land use, acquisition, and contract management which includes a broad variety of realty transactions (permits, licenses, leases, easements, inventory, trespass, compliance with Federal Land Policy and Management Act (P.L.94-579) as well as around 200 various water contracts such as Repayment, Refuge, Water Service, and Exchange. - Receives requests for water from present and potential water users. Identifies the location of the requestor and the relationship to water delivery facilities. - Receives clearance to enter negotiations for long term and temporary contracts and proceeds in accordance with any limitations imposed by higher management levels. -Negotiates how and when water is to be delivered, eligibility of water user to receive project power, and water exchange agreements. Negotiates eligibility for multiple water uses, including irrigation, M&I, recreation, navigation, and O&M. - In connection with approved contracts, carries out the full range of contract administration functions to assure compliance with contractual provisions and settlement of problems consequent to water service. - Works closely with the Regional Solicitor's Office on legal matters pertaining to the preparation, negotiation and administration of water service and repayment contracts, water users' problems and litigation, water rights and other matters related to the Bureau contracting program for which incumbent is responsible. - Reviews planning studies of potential developments and technically oversees or prepares financial analyses of proposed contractual arrangements to determine impact on repayment of reimbursable costs of operating and authorized projects. - Reviews land use, land exchange, required procedures, and other Bureau of Reclamation technical requirements. Negotiates terms of disposal of property, prepares contracts of sales, and issues sales notices for excess Federal agency land. - Prepares parcel acquisition and land sale contracts by computing gross and irrigable acreage, and drafts parcel and location maps from aerial photographs, contract records, etc. Negotiates, prepares, and processes appropriate instruments to allow use of land by other Federal, State, local government agencies, public and private corporations, Native Americans, or individuals on, within, or across Reclamation withdrawn or acquired lands. - Conducts required investigations, negotiates, and processes contract renewals, terminations, cancellations, and assignments in accordance with established or approved policies. - Maintains liaison with the state agencies involved in water resources as well as other organizations such as engineering firms, water agencies, and citizen groups.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the education and/or specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level which includes but not limited to: negotiating and developing contracts that are long term, short term, subject to annual renewal, or temporary; negotiates eligibility of water user agreements and how and when water is to be delivered; performs full range of contract administration functions to assure compliance with contractual provisions and settlement of problems consequent to water service. OR EDUCATION: Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher-level graduate education leading to such a degree; OR LL.M., if related. (NOTE: You must attach a copy of your transcripts) OR COMBINATION: You may qualify on a combination of education and experience, the total percentage of experience at the required grade level compared to the specialized experience requirement, as well as the percentage of completed education compared to the educational requirement must equal at least 100 percent. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience. (NOTE: You must attach a copy of your transcripts) To qualify at the GS-12, you must possess one year of specialized experience equivalent to the GS-11 level which includes but not limited to: negotiating and developing contracts that are long term, short term, subject to annual renewal, or temporary; negotiates eligibility of water user agreements and how and when water is to be delivered; performs full range of contract administration functions to assure compliance with contractual provisions and settlement of problems consequent to water service; maintain liaison with state agencies in water resources, engineering firms, citizen groups. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 01/25/2024.

Education

This position does not allow substituting education for experience for the GS-12 level.

This vacancy announcement allows substituting education for experience at the GS-11 grade level. Applicants must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position.

An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable.
