These positions are located within the Finance Service at the White River Junction VA Medical Center in White River Junction, VT.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** These positions involve a multi-grade career ladder. The major duties listed below represent the full performance level of GS-07. At the GS-06 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-07. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The major duties include but are not limited to: Reviews and approves requisitions for services, supplies, real property, equipment and adjustments for all appropriations; Reviews and approves all receiving reports for transmission; Researches all daily rejects for miscellaneous orders, service orders, contracts, receiving reports and amendments and makes corrections as necessary to resubmit transaction; Audits payment documents received from vendors, employees, Beneficiary Travel, Patient Funds and the Agent Cashier for correctness; Processes 2237 and 1358 obligations and modifications on a daily basis according to accuracy, validity and funding availability; Reviews records to determine accuracy of costing, timeliness of reconciliations and appropriateness of purchases; Prepares written reports on the results of audits, reviews and evaluations; Offsets convenience checks against obligation documents in a timely manner; Examines credit memos and reclaims from vendors to determine appropriateness; Directs and performs research of current accounts, historical data, source documents, etc., to develop and explain detailed information not otherwise readily available; Performs the reconciliation of undelivered orders and accrued payables between the general ledger control accounts and subsidiary documents; and Performs all other duties as assigned. Qualifications

To qualify for this position at the GS-6 level, you must meet the following: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-5) in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Accounting Technician at a developmental level, and that is typically in or related to the position to be filled. Specialized experience includes understanding accounting principles, methods, procedures; validating transactions; performing research to resolve inconsistencies; tracing transactions entered and preparing worksheets or adjustments; and utilizing accounting system software package applications and computer systems to support accounting duties. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. To qualify for this position at the GS-7 level, you must meet the following: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-6) in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Accounting Technician independently, and that is typically in or related to the position to be filled. Specialized experience includes understanding accounting principles, methods, procedures and techniques to conduct analysis; making determinations within an accounting system to validate transactions and to perform research to resolve inconsistencies; understanding the interrelationship between appropriations and subsidiary records and control accounts; analyzing and detecting trends and problems affecting overall operations of accounting; tracing transactions entered and preparing worksheets or adjustments; and utilizing accounting system software package applications and computer systems to support accounting duties. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. You will be rated on the following Competencies as part of the assessment questionnaire for this position: CommunicationFlexibilityIntegrity/HonestyListeningProblem Solving IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work of the position is sedentary, but some walking, bending, and lifting is required as in a normal business environment. Work is performed in a normal office setting. There is pressure to meet mandatory deadlines of monthly, quarterly, and year-end reports and processing.
