Public Health National Program Office (PHNPO) is a service within the Patient Care Services (PCS), the Veterans Health Administration (VHA), the Department of Veterans Affairs (VA). The office brings a public health approach to protecting the health of Veterans and staff. The PHNPO encompasses the Public Health Reference Laboratory (PHRL), Public Health Biorepository, and Public Health Research Center.
Duties
Major duties include but are not limited to:
Oversees and manages the Referral Laboratory Charged-Back Nationwide Program.
Responsible for the program financial activities, testing menu brochures, pricing listing, turn-around-time listing, contracts, invoices, billing, inquires, trends, issues, reports, and all other Referral Laboratory Charged-Back financial oversight, and integration into an efficient Public Health Management model.
Overseeing billing, coding, charged-back claims management, accounts receivable, and financial analysis. Ensuring accurate and timely charged-back for service of PHRL to all VAMC.
Leading the PHRL reference diagnosis testing price setting by considering several factors, including direct costs, indirect costs, overhead expenses, fiscal guidelines, and Center of Medicare/Medicaid reimbursement requirements.
Managing the Referral Laboratory Charged-Back Nationwide Program and is responsible for the program activities, testing menu brochures, pricing listing, turn-around-time listing, contracts, invoices, billing, inquiries, trends, issues, reports, quality control measures, and all other Referral Charged-back oversight, and integration into an efficient Public Health Management model.
Provides financial set up access-related consultative services to the VAMC, VISN, and National leadership. Work with clinical and public health scientists to review and develop national guidance and policies to facilitate charged-back pricing.
Uses appropriate financial data such as direct and indirect cost and perform cost saving analysis for inputs in Public Health National Program Office strategic planning. Provides data for management report for management decision-making, supports performance monitoring, and facilitates organizational communication.
Serves as Records Management Liaison and Knowledge Management System Administrator for PHNPO.
Compiles a complete record of all the department contractors' Employee Education System training certificates.
Investigates and analyzes adverse quality trends or conditions and initiates corrective action.
Consults with technical experts to examine and analyze unusual or problem situations indicated by changes in program quality indicators.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday, 08:00-04:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Develop and maintain relationships with key stakeholders, including vendors, regulatory agencies, and internal customers, to stay informed of industry trends, identify new opportunities, and resolve issues.
Serves as lead for root cause analysis in area of expertise utilizing quality tools.
Oversees billing, coding, charged-back claims management, accounts receivable, and financial analysis.
Utilize various statistical techniques, such as descriptive statistics that include measures of central tendency, such as the mean, median, and mode, and actions of spread, such as range, variance, and standard deviation, to conduct quantitative analysis of reference laboratory data.
GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Preferred experience, not required, but preferred: COR, purchasing experience, laboratory equipment and supplies procurement, and equipment management.
