You will serve as a CONSTRUCTION ENGINEER in an Interdisciplinary Engineer/Architect series RESIDENT OFFICER IN CHARGE OF CONSTRUCTION (ROICC) OFFICE of NAVFAC NORTHWEST in support of the Shipyard Infrastructure Optimization Program (SIOP).
Duties
You will provide assistance and technical guidance to other engineers/architects, or other NAVFAC business/support lines or functional areas, exercising engineering skills when leading the execution of ROICC construction projects.
You will manage multiple priorities and provide technical recommendations/solutions to complex problems encountered during the administration of the construction contracts.
You will be responsible for enforcement of all technical and administrative provisions of assigned construction contracts.
You will monitor available project budget and time constraints.
You will personally prepare or coordinate the preparation of sketches and drawings in support of negotiations
and issuance of the modification.
You will provide technical support during contract or task-order negotiations.
You will serve as coach/trainer/mentor for members who have not attained the level of expertise and experience gained by the incumbent.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying theories, concepts, principles and practices in engineering/architecture for complex multiple engineering areas of consultation, design and construction; 2) Using computer applications such as word processing, spreadsheet, presentation, electronic e-mail, internet, and database software; 3) Applying technical knowledge in administering contract, responding to correspondence, evaluating design, and administrative submittals, preparing government report and brief, conducting key meetings, monitoring quality assurance, and safety compliance with plans and specifications; 4) Reviewing and approving all contract technical submittals (e.g. design drawings, product selection, environmental protection plans, schedules and/or quality control plans); 5) Monitoring construction contractor quality and safety programs by conducting site visits; 6) Reviewing pre-final contract drawing and specifications.

For the GS-0804, Professional Fire Protection Engineering Series, GS-0810, Professional Civil Engineering Series; GS-0830, Professional Mechanical Engineering Series; GS-0850, Professional Electrical Engineering Series applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Successful completion of a bachelor's or higher degree in architecture.

Successful completion of bachelor's or higher degree in a field related to architecture that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Successful completion of a combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. My curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR I lack a degree in architecture, but I have 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture that demonstrates that I have acquired a thorough knowledge of the fundamental principles and theories of professional architecture. (Note - In the absence of college courses, 5 years of such experience is required).
