You will serve as a PURCHASING AGENT in the Marine Corps District of 9TH MARINE CORPS.

Duties

You will analyze and compile industry information from the market to determine the availability of supplies or services for new items, obsolete items, or changes in technology. You will research using software applications and search engines to determine pricing, discounts, units of measure, delivery options, stock on hand, or similar materials information. You will identify negative trends, missed or late deliveries, and other shortfalls of contractor performance. You will verify funding status with budget personnel to secure budget commitment. You will retrieve, analyze, and record computerized procurement and supply data to prepare purchase request reports. You will use automated purchasing systems to facilitate the processing of procurement or contracting documentation. You will manage the Purchase Card Program (e.g., make purchases, reconcile credit card billing statements, review credit cardholder monthly statements, verify and authorize payments) for timely submission, authorization, and payments You will maintain accurate purchase card accounting and reporting according to current regulations for audit reviews. You will cooperate with commercial vendors, organization staff, and customers to resolve issues relating to the purchasing of goods and services. You will investigate and take corrective action to resolve discrepancies in price, shipments, returns, quantity, shortage, receipt, double billings, taxes and other problems that arise related to the order. You will dispute unauthorized or invalid billings according to local procedures. You will confer with all parties on the agreed upon terms and conditions of the contract, purchase transaction, or business agreement for the completion of schedule and conformance to the requirements. You will contact sales or manufacturing representatives to discuss price quotations, deviations, or exceptions in specifications. You will communicate in writing with management or customers to verify purchasing guidelines are followed or deadlines are met. You will draft procurement documents to confirm the legality of agreements.

  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing software, purchasing/tracking inventory and price negotiation through the Government Purchase Card Program as well as other software programs (e.g. Wide Area Workflow, Purchase Request Builder, Global Combat Service Support Systems).
