This position is located in Great Smoky Mountains National Park, in the Admin and Business Services Division. This is a Merit Promotion Announcement. Duties

A Recreation Fee Specialist serves as an advisor to management and staff on all matters relating to the fee program. Performs varied duties concerning the administration of fee program and the operations of fee collections such as: Analyze and evaluate changes in Recreation Fee Program operations and their effect on overall program objectives, priorities, and milestones across multiple distinct fee operations. Develop complex short- and long-term planning documents for fee program planning purposes. Develop, present, and collaborate on fee collection and fee project management training that spans multiple distinct fee operations. Provide advisory services and leadership to internal (e.g., staff, management) and external (e.g., commercial businesses and operators, academic institutions, public municipalities) organizations regarding novel, undeveloped, or controversial matters affecting the management of fee revenue and/or donations collected for various fee types and authorities (e.g., entrance, expanded amenity, special recreation permit, special interpretive/living history, special use permit, franchise, commercial use authorization, and/or transportation). . Oversee the management of a comprehensive auditing program that spans the park's fee operations. Conduct on and off-site reviews of fee programs and operations. Conduct substantial analysis of auditing policies, procedures, and results and determine the necessity of changes needed to improve customer service and eliminate internal and external fraud. Lead the establishment of new programmatic audits across multiple parks and/or distinct fee operations. Analyze and evaluate risk across the park's fee operations and identify trends and patterns in the management of risk. Develop new policies, protocols, and procedures to reduce risk and improve internal controls at the park to regional level. Provide oversight and technical direction over the development, implementation, and operational management of Interagency pass programs, automated fee collection (e.g., point of sale systems), and/or public reservation systems and applications the park's fee operations. Analyze and evaluate financial data for market pricing purposes across the park's fee operations. Conduct comparability analyses of private sector fee rates to ensure organization fee rates are commensurate with similar fees in the surrounding community. Analyze, evaluate, and develop new fee rates, collection sites, and methods of collection at the park to regional level. Oversee the development and implementation of visitor surveys of the park's fee operations. Analyze and evaluate the results from visitor use surveys for trends and anomalies and their significance to overall fee program operations. At the park level, analyze and evaluate the organizational and operational needs of a fee program that spans the park's fee operations and identify, develop, and oversee the completion of new projects to address fee program needs. Independently research, write, and/or finalize proposals for a variety of projects addressing cost of collection, facility investment, transportation, security, visitor services, etc. Complete detailed and complicated calculations to estimate project costs. Apply funding eligibility and ranking criteria to fee project submittals. Analyze and evaluate work plans, cost analyses, and spending plans for cost of collection, visitor service, and other projects funded by fees. Resolve controversial issues and concerns during project implementation. Track project accomplishments and verify that the approved funding is fully obligated within the allocated timeline. Ensure project is successfully closed out and reported on. Analyze and evaluate existing third-party agreements and identify potential opportunities for new third-party agreements benefiting an organization's fee program and fee operations. Research, identify, and facilitate partnerships, third-party agreements, and/or memoranda of understandings with other agencies, institutions, and/or organizations and work with third parties to develop new shared resources. Develop and maintain effective working relationships with internal and external organizations and stakeholders such as contractors, vendors, concessionaires, cooperating associations, etc. Represent the NPS in complex negotiations and business transactions with external agencies and businesses. Coordinate fee program activities with other internal and external organizations and stakeholders. Serve as an expert source of information for internal and external organizations regarding fee program administration. Participate on teams and committees up to the national level to discuss fee program planning, management, policies, and procedures.

Qualifications

All qualifications must be met by the closing date of this announcement-02/02/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: experience with 3rd party agreements, automated fee machines and setting up new operations. You must include hours per week worked. There is no substitution of education for experience at the grade level(s) of this announcement. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP Statement: Current surplus and current or former displaced Federal individuals who have special prior­ity selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
