This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DIB-MRTFB to recruit for positions in the competitive service.
About the Position: To perform Substance Abuse Counseling in a Medical Treatment Facility (MTF), with the 96th MDG, Eglin AFB.
A recruitment or relocation incentive may be authorized.
Salary negotiation may be available for those candidates who are new to Federal service.
Advance leave accrual may be authorized.
Duties
Conducts substance use/misuse screening assessments and individual and group counseling to patients with substance use disorders who may also have additional psychological diagnosis.
Determines admission or referral and eligibilities.
Facilitates treatment groups and workshops and provides didactic and experiential instruction for all levels of substance use treatment.
Responsible for coordinating and maintaining the daily quality of addictions rehabilitation activities performed by the addiction counselors.
Responsible for daily program services through delegation of duties, coordinating tasks, and ensuring scheduling of rehabilitation activities for existing caseloads.
Delegated duties include therapeutic activities, didactic workshops, clinical documentation, and facilitating individualized objectives of behavioral treatment goals.
Reviews documentation to ensure compliance with Joint Commission standards.
The incumbent is responsible for participating in continuous improvement processes commensurate with the position.
The incumbent is responsible for oversight of assigned personnel's duty performance in all aspects of clinical work.
The incumbent ensures competencies are met for assigned staff.
Facilitates scheduling of training to meet these competencies.
Responsible for consulting and supplying information to the Program Manager for documenting performance evaluations.
Manages psychoeducational workshops ensuring relevant training is provided and that workshops meet the highest standard of care.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Required to obtain necessary immunizations (i.e., Hepatitis B, annual influenza) unless exempted by a physician.
- This position has a TDY or business travel requirement of 10% of the time to various locations. This may require travel on military aircraft, ships, and vehicles.
- This position is subject to short notice recall.
- This position is required to work uncommon tours of duty hours, working either fixed or rotating shift which may include evenings, weekends and/or holidays.
- This position has been designated “Mission Essential”. In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent may be required to report to work or remain at work.
- Alcohol and Drug Counselor Certification Level II (reciprocal level with International Certification and Reciprocity Consortium (IC and RC)).

In order to qualify, you must meet the Education and/or Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirements for Substance Abuse Counselor:
A. Degree: behavioral or social science; or related disciplines appropriate to the position.
or
B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
or
C. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience performing tasks which includes: conducting substance abuse screening assessments; conduct individual and group counseling sessions with patients with substance abuse disorders; keep the Licensed Independent Provider (LIP) and Medical Officer apprised of significant patient issues; participate as a working member of a clinical team of physicians, psychologists, and counselors; and/or ensure patients receive information to aid them during periods of isolation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Addiction Counseling; Addiction Psychology; Substance Abuse Counseling; and Mental Health Counselling; etc.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
