Duties

Serving as a Senior Training Research Analyst GS-1701-11/12/13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the eLearning and Evaluation Branch (EEB), eLearning and Training Analytics (ETA) Division under the Training Management Operations (TMO) Directorate located in Glynco, Georgia. The primary purpose of this position is to review and evaluate training programs for an organization to ensure the training outcomes are being fulfilled. Typical duties include: Analyzing existing training program delivery, content, and training aids to measure effectiveness and recommend program changes. Developing and recommending methods and materials to training divisions/instructors. Reporting on approved research and evaluation projects relating to all aspects of training. Serving as an expert and provides recommendations to other individuals involved in training-related research projects.

For the GS-13: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Analyzing all aspects of current training programs (i.e. delivery, content, training aids, etc.) to measure effectiveness; 2) Designing course surveys and evaluations to collect data regarding training programs; 3) Implementing current and developing training strategies to ensure training is up-to-date and effectively utilizing emerging technologies; 4) Developing data collection methodologies to include determining sample size/composition, conducting statistical and qualitive data analysis, and reporting results; 5) Assessing training evaluation methods to publish articles for publication. Substitution of education in lieu of specialized experience may not be used for this grade level. For the GS-12: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: 1) Developing training materials and methods for instructor use; 2) Providing recommendations and/or advice to individuals in training related research projects; 3) Coordinating online training program evaluations to analyze data and create summary reports; 4) Analyzing training program data to identify leading and lagging indicators for reporting purposes. Substitution of education in lieu of specialized experience may not be used for this grade level. For the GS-11: You qualify at the GS-11 grade level if you possess one of the following: One year of specialized experience, equivalent to the GS-09 grade level in Federal service, performing duties such as 1) Assisting in determining appropriate training evaluation criteria and methodology; 2) Utilizing advanced research and evaluation principles and theories to design evaluation projects; 3) Tracking training accreditation information to ensure the program complies with applicable standards and timelines; OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; OR A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Education

  1. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

    or

  2. Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
