Duties
Serving as a Senior Training Research Analyst GS-1701-13 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located within the eLearning and Evaluation Branch (EEB), eLearning and Training Analytics Division (ETA), under the Training Management Operations (TMO) Directorate located in Glynco, Georgia. The primary purpose of this position is to review and evaluate training programs for an organization to ensure the training outcomes are being fulfilled.
Typical assignments include:
- Providing critical information on the validity and effectiveness of the training curricula of authorized foreign law enforcement/criminal justice entities as well as FLETC curricula.
Requirements

- Must possess and maintain a valid state issued driver's license to conduct official government business.
- This position requires you to have access, safeguard, and store classified national security information on a regular basis. You must be able to obtain and maintain a Top-Secret security clearance.
- You must possess/ submit to a Single Scope Background Investigation adjudicated to Intelligence Community Directive 704 standards and be eligible to maintain standards for a TOP SECRET clearance, access to SCI, and sign the non-disclosure agreements.
- Weekends and federal holidays may be required.
- Travel of 50% or less may be required.
- This position is eligible for situational-only telework based on agency policy.

Specialized Experience:
You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the next lower grade level (GS-12) or pay band in the Federal service, or equivalent experience in the private or public sector performing the following duties: 1) Reviewing and evaluating training programs for an organization to ensure the training outcomes are being fulfilled; 2) Analyzing existing training program delivery, content, and training aids to measure effectiveness and recommend program changes and; 3) Developing and recommending methods and materials to train divisions/instructors.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Pub. Law 114-285 grants the FLETC approval to hire retired federal employees with law enforcement/investigative experience to meet the expanding mission of the FLETC. Individuals may be selected for time-limited positions with eligibility for the dual-compensation waiver. The dual-compensation waiver allows retirees to return to work, earning their full salary with no offset to their FERS annuity. However, this waiver does not exempt the FERS annuity supplement from being reduced. Therefore, FERS retirees receiving a FERS annuity supplement, must be aware that like social security benefits, the FERS annuity supplement is subject to an earnings test and may be reduced if the salary earned is more than the social security exempt amount of earnings. Education
Positions with Positive Education: In addition to the qualifications listed above, you must possess the following level of education by the closing date of this announcement:
- Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.
or
- Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
