You will serve as a SUPERVISORY NAVAL ARCHITECT (Division Director) in the Aircraft Carrier Design & Systems Engineering Group (SEA 05V); Naval System Engineering Directorate of NAVSEA HQ FIELD SUPPORT.

Duties

You will have technical authority in enforcing technical standards for the Naval System Engineering Directorate (NAVSEA 05) and providing technically acceptable solutions. You will have technical expertise with various Naval Engineering Systems and their integration into ship designs. You will be responsible for planning and managing complex programs necessary for the design, maintenance, repair, modernization, and certification of naval ships. You will be responsible for development and support programs involving interaction with a variety of organizations within NAVSEA, Program Executive Offices, Industry, Naval Shipyards, NAVAIR, SPAWAR, IWS, and Naval Reactors. You will evaluate and incorporate the latest development of Naval Architecture and Engineering Systems into technical plans, proposals and specifications governing subsequent systems design, development, production, procurement, and utilization. You will develop and implement policy, processes, and procedures to meet the needs of the Command and customers. You will oversee development and technical reviews of aircraft carrier design requirements and specification. You will provide technical advice and guidance to project engineers. You will identify acceptable options and negotiate the resolution of technical and administrative issues. You will develop engineering and administrative policy for compliance by project engineers. You will manage the work of other engineers within groups/division or program office.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (or GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector as a professional Naval Architect directing or managing naval ship design (e.g., new construction, maintenance, or modernization) to improve operational performance. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
