Duties

Serve as Public Affairs Specialist to design and initiate programs to communicate to external and internal audiences through local, regional, and national campaigns for a better understanding of the installation’s contributions to the community. Plans and conducts special events such as ceremonies, town halls, civic leader meetings, post tours, and newcomer briefings. Establishes and maintains effective working relationship with installation leaders, print and broadcast media, key community and legislative officials, and other government agencies to promote and maintain understanding of the installation’s mission. Respond to information request for regional, national, international, and local media and various publics in written and oral form. Develops comprehensive, focused communications plans tailored to a specific audience, defines media used to convey message, and executes an accurate, logical, and progressive plan. Ensures products conform to DoD social media guidance and policy. Makes oral presentations to various internal and external groups informing them of programs, objectives, and activities. Assist with development of public affairs advisories on critical projects. Develops briefing materials used in presentations, which clearly articulate the installation, Garrison, and Public Affairs missions to a variety of audiences. Researches and writes speeches for the Garrison Manager, Senior Commander, and other senior officials.

Specialized Experience: One year of specialized experience which includes (1) experience writing informational materials such as news releases, fact sheets, brochures, and speeches; (2) assisting with planning outreach programs such as public meetings, project tours and site visits, and stakeholder engagements; (3) developing relationships with local, regional, and national media; and (4) serving as media representative and spokesperson for an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
