Duties

You will prepare scopes of work and government estimates for Architecture / Engineering services under the Comprehensive, Long-Term Environmental Action Navy (CLEAN) and Remedial Action Contract (RAC) contracts. You will evaluate contractor performance and provide feedback. You will develop target positions and negotiate levels of effort and costs associated with the preparation of various investigations and studies. You will use automated systems (e.g. NORM, GIS, NIRIS, RRSEM, CTC, and/or EDB/FIS) to schedule and report progress, budgeting, travel, and presentations. You will collaborate with other subject matter specialists from Federal and State regulatory and enforcement agencies to discuss proposed or already in progress pollution control standards and actions.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • You will be required to obtain and maintain a current 40-hour HAZWOPER certification.

Qualifications

For the GS-9: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Drafting scopes of work and estimates for an environmental restoration program. Using an automated system to update environmental restoration databases. Assisting senior personnel in reviewing contractor proposals. Participating in environmental restoration meetings. For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting senior personnel in environmental studies, clean-up and site restoration actions. Evaluating contractor proposals and work. Determining the approach and solutions to resolve conventional environmental restoration issues with supervisory assistance. Using an automated system to develop and prepare scopes of work and government estimates. Assisting with providing program information to stakeholders in meetings and/or negotiations. Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

For 819 Environmental Engineering Series:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Basic Requirements:
  1. Degree: geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.

  2. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.

You may substitute the following education in lieu of specialized experience:

For the GS 9: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree;

For the GS-11: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
