You will serve as a Lead Procurement Analyst in the Acquisition Policy and Resource Management Division of NAVSUP WEAPON SYSTEMS SUPPORT.

Duties
You will serve as project leader providing acquisition and contracting functional expertise for major acquisition systems information technology projects that are chartered to develop acquisition or contracting information technology solutions.
You will function as the team lead for the contract support group, responsible for the satisfactory effectiveness of all work accomplished by assigned personnel.
You will coordinate and monitor acquisition and contracting information systems projects to assess and ensure required progress, quality, and desired outcomes/deliverables are achieved/delivered within defined timeframes and prescribed budgets.
You will provide guidance and support to acquisition/contracting management and user communities, and other functional area leads responsible for developing acceptable and applicable contractual procedures related to automated acquisition processes.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
In addition to the Basic Education Requirements your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service, or equivalent experience in the private or public sector performing Procurement Analyst work through demonstrating a knowledge and skill in managing or performing work involving the analysis and evaluation of contracting matters, and the initiation, development and recommendation of contracting policies, procedures, guidance and control. Specialized experience must include performing the following duties: 1) Applying a knowledge of Federal Acquisition Regulations (FAR), supplements, policies and principles sufficient to plan, analyze, or evaluate a wide variety of issues to formulate policies and procedural solutions to problems and providing guidance; 2) Applying knowledge of electronic contracting systems and processes, and contracting laws, regulations, principles, and procedures to manage programs; 3) Applying knowledge of procurement policies and procedures to evaluate procurement programs and review contractual actions and procedures for compliance; 4) Utilizing knowledge of information technology laws, regulations, policies, procedures, rules, standards, precedents and other guidelines to manage the functional and technical architecture of procurement automation systems; 5) Expressing ideas and complex concepts clearly and concisely both orally and in writing; 6) Demonstrating leadership and project management skills in planning, organizing, assigning, reviewing and coordinating the work of subordinates while also providing training as needed.

Education
Applicants must meet one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual - Applicants must:
- Possess a Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees; OR
- Be a current career or career-conditional employee of the Department of Defense who occupied an 1102 or contracting position with authority to award or administer contracts in excess of the simplified acquisition threshold (SAT) in an Executive Department on or before September 30, 2000; OR
- Be a current active duty military member of the armed forces (other than Coast Guard) who occupied a contracting position or similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000
