THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D1921000 and is part of the IL DOL, National Guard.
Duties
As a TRAFFIC MANAGEMENT SPECIALIST (TITLE 32), GS-2130-11, you will manage Department of Defense (DOD) convoys moving within the state; and to plan, organize and direct preparation, maintenance and execution of peacetime and wartime ARNG movement plans for all units within the state.
Major Duties - This is NOT an all-inclusive list:
Serve as primary state representative and point of contact for all DOD highway movement.
Coordinate directly with the state Department of Transportation (DOT) to determine highway availability, restrictions, permit requirements and changes or additions to the State Highway Network Database.
Coordinate directly with the USPFO Traffic Manager to obtain necessary commercial transportation support.
Ensure requirements necessary to execute the plans have been identified and coordinated.
Ensure proper handling of special and unique movement requirements.
Exercise functional authority to manage and coordinate the movement of DOD convoys during peacetime, mobilization and deployment.
Serve as the Command Transportation Officer and represents the DCS G-4 on transportation matters involving movement of personnel, equipment and supplies, both domestically and internationally, using military transportation assets.
Serve as principal representative for military transportation matters and for planning and executing unit movements.
Direct, oversee and provide technical guidance for preparation, maintenance and execution of movement plans for mobilization and deployment.
Coordinate military surface and air movements with appropriate DOD, federal and state agencies to ensure compliance with applicable regulations.
Coordinate, obtain and issue, with DOT approval, permits for oversized, overweight and hazardous vehicles and cargo, and then coordinate's movements.
Analyze military transportation capabilities and provides compiled data to appropriate agencies.
Plan and coordinate the movement portion of exercises.
Evaluate exercises and makes recommendations for corrections of noted deficiencies.
Prepare and coordinate movement portions of the Joint Force Headquarters (JFHQ) Mobilization Plan.
Develop mobilization procedures for review, validation and approval; directs submission of movement plans and data.
Requirements

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- Males born after 31 December 1959 must be registered for Selective Service.

- Participation in direct deposit is mandatory.
- Incumbent will be required to travel within and around the state. Travel will require incumbent to Remain-Over-Night (RON) to accomplish mission.
- Incumbent will complete The Intermodel Dry Container/Convention for Safe Containers Re-Inspection Course/AMMO-43 online within 2 months of employment.
- Incumbent will complete Hazmat Certification and Radiation Safety Training within six months of employment and recertify every two (2) years.

Military Grades: Minimum Rank MSG - Maximum Rank SW4
GENERAL EXPERIENCE: MUST possess experience, education, or training which has provided a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations, skills in dealing with others in person-to-person work relationships; experience using computer and automation systems.
One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.
SPECIALIZED EXPERIENCE: GS-11 Level MUST possess at least 1-year specialized experience equivalent to at least the next lower grade; experience, education, or training performing, administering, or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs; experience interpreting applicable Federal, State, and local laws, and regulations concerning transportation and traffic procedures; knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States)?
SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess specialized supervisory experience which includes experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.
