This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: HFPA provides health facility expertise, manages programs, and executes projects in order to build and sustain a world-class Environment of Care to support Army Medicine's combat casualty care and promote a system of Health for our Warriors and their Families.

Duties

Serve as a Health Facility Planner for the U.S. Army Medical Command (USAMEDCOM). Support the planning, programming, designing, constructing, and activating processes. Work closely with the Defense Health Agency (DHA), USA Corps of Engineers (USACE), Command Surgeons, and other stakeholders. Attend planning and programming meetings, conducts site visits, and plans charrettes. Assure the application of sound health care design principles based on lessons learned, criteria and evidence, the promotion of a common goal to design and build world class health care facilities and support operational facility requirements.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes: (1) Support healthcare delivery and facility planning; (2) Coordinate facility planning, design and construction; (3) Make recommendations for resolution of difficult and sensitive policy issues and actions; AND (4) Knowledge and experience in Medical Health System databases and programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-13. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
