This position is located in the Department of Defense, Office of the Inspector General (DoD OIG), Deputy Inspector General for Evaluations (DIG-EVAL). The program analyst is responsible for the review of significant areas of operations. This position conducts assessments and evaluations of programs, functions, and missions to facilitate changes by promoting efficiency and enhanced program results on matters of interest to members of congress, the Secretary of Defense, the IG, and DoD Leaders.

Duties

Performs reviews and critical assessments of DoD programs involving national security, homeland defense, joint operations, military operations, logistics resource management, medical systems, and information management areas. Develops plans, methodologies, and approaches for analyses or evaluations conducted independently or as part of a team. Defines scope, objectives, and resources required for projects, studies, and evaluations. May act as team leader on assigned projects providing instructions, assigning work, providing training, and reviewing work products to ensure responsive results while adhering to established goals and time frames. Prepares reports while adhering to procedures, formats, and protocols. Provides supporting documentation, cross references, or other information while developing and documenting best practices and lessons learned. Researches laws, regulations, policies, and procedures in program reviews. Identifies potential data sources, determines relevance, and analyzes and applies results in studies. Prepares input to Congressional or inquires relating to assigned projects, evaluations, results, best practices, lessons learned, or other areas. Provides verbal communication or written reports on status of projects. Designs and conducts complex surveys, reviews, and similar initiatives to gather and evaluate information on program and management operations. Analyzes and prepares reports of results, documenting findings and recommendations.

Requirements

• Must be a U.S. Citizen.
• Position has been designated as security designation level such Non-critical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.
• Males born after 12-31-59 must be registered or exempt from Selective Service (see http://www.sss.gov).
• Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
• Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
• The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-11 level, status applicants must have served 52 weeks as a GS-09 or equivalent or higher grade, in the Federal Service. For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or equivalent or higher grade, in the Federal Service. For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or equivalent or higher grade, in the Federal Service. Specialized Experience: For entry at the GS-11 level you must have 52 weeks of specialized experience at the next lower grade level of GS-09. Specialized experience is defined as the ability to perform reviews and assessments of programs in areas, which includes DoD programs, functions and missions, national security, homeland defense, joint and interagency operations, command function, military operations logistics resource management, medical systems, information management and stabilization, stability operations, or comparable key program areas. Conducts surveys and reviews to gather and evaluate information on program and management operations. Analyzes and prepares reports of results, documenting findings and recommendations. Researches laws, regulations, policies, and procedures in program reviews. Identifies potential data sources, determines relevance, and analyzes and applies results in studies. OR A qualifying Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in program analysis or a degree that provided a minimum of 24 semester hours in program analysis. OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.) For entry at the GS-12 level you must have 52 weeks of specialized experience at the next lower grade level of GS-11. Specialized experience is defined as the ability to perform reviews and assessments of programs in areas, which includes DoD programs, functions and missions, national security, homeland defense, joint and interagency operations, command function, military operations logistics resource management, medical systems, information management and stabilization, stability operations, or comparable key program areas. At the GS-11 A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.
