This position is located in the USDA, Agricultural Research Service (ARS), Administrative and Financial Management, HR Division, Personnel Security and Suitability Branch, located in Beltsville, MD. In this position, you will serve as a resource and point of contact for both HRD and the ARS Areas for the HRD HSPD-12 activities and will be responsible for providing a variety of technical and administrative security functions integral to security administration.

Duties

Maintain tracking reports relative to badging and sponsoring activities and provide necessary cardholder and sponsorship information to Office/Agency LP POC. Provide support to HRD personnel for HSPD-12 LincPass (LP) and Person Model (PM) requirements. Establish and maintain security files such as security and suitability files, training records, foreign national data sheets, and other information as required. Follow up with applicants/employees/contractors when obvious errors, omissions, or further clarification is required for the completion of forms and resolve a variety of problems related to suitability and supporting documentation. Sort cases for adjudication according to the investigation levels involved and whether there is potentially derogatory information in the case records. Review, interpret, analyze, and research issues/problems and as required, work, in coordination with supervisor or designee, with USDA Headquarters and GSA to resolve and troubleshoot data issues.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. GS-05: General Experience: Qualifying experience for GS-05 includes three (3) years of general experience, 1 year of which was equivalent to at least GS-04, which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. OR Education: Completion of a 4-year course of study leading to a bachelor's degree, if related. Related degrees may include Political Science, Pre-Law, Law, Criminal Justice, or Homeland Security. OR A combination of education and experience as described above. GS-07: Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience sponsoring or providing support to facilitate the sponsorship of Federal and non-Federal employees for enrollment of HSPD-12 Personal Identity Verification (PIV) badges; reviewing security forms or supporting documentation for completion and accuracy; performing basic troubleshooting to resolve technical or data issues; and working with Adobe and Microsoft Office Suites such as Word, Excel, and Outlook email. OR Education: Completion of 1 full year of graduate education, if related. Related degrees may include Political Science, Pre-Law, Law, Criminal Justice, or Homeland Security. OR Completion of a 4-year course of study leading to a bachelor's degree with Superior Academic Achievement (S.A.A.): Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class Standing - applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average - applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Scholastic Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision. OR A combination of graduate education and specialized experience as described above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
