The VHA Office of Emergency Management (OEM), 15EM is within the VHA Office of the Deputy Under Secretary for Health for Operations and Management (1ONA). OEM is a national program office with staff strategically placed across the nation. The incumbent serves as the senior representative for the VHA OEM Operations section within the area
Duties
Duties and Responsibilities include but not limited to:
Program Oversight and Growth
Serves as an Emergency Management (EM) Specialist in assessments, operations, planning, liaison, mission activities and functions. Develops and implements EM protocols, templates and methods appropriate in the EM operations activities.
Meets and addresses customer needs and has the flexibility to respond to new initiatives and evolving emergency preparedness and response expectations.
Develops, researches, interprets, analyzes, implements and applies a variety of guidelines that impact planning and day-to-day emergency management operations and the associated emergency management activities and functions (e.g., Homeland Security Presidential Directives, National Response Framework, National Incident Management System), and agency specific guidelines and regulations.
Provides leadership and ensures proper staffing and full continuity of operations in emergency and exercise situations. Implements workforce goals, coordinates personnel resources (includes periods of activation).
Supervises the development and implements the comprehensive, systematic and strategic approaches to issues and designs enterprise-wide solutions.
Prepares an annual report and budget plan for all programs supervised to include VHA OEM, COOP, NDMS, VA-DoD and NRF support.
Researches legislation, Executive Orders, regulations, regulatory standard (Joint Commission, National Fire Protection Agency (NFPA), etc.,) and analyzes impact on Agency programs.
Community Relations and Contingency Operations
Establishes, revises, and reviews policies, procedures, mission objectives and/or organizational design for mission accomplishment and complex and evolving issues and functions, including the development of appropriate national guidance and procedures as it relates to EM, Environment of Care (EOC), and COOP activities for VHA.
Develops and maintains VHA, VISN and VAMC emergency operations plans in support of internal and external requirements and mandates.
Supports and provides advice and guidance to VHA OEM Leadership, VISN and VAMC Directors and regional partners on all aspects of VHA emergency requirements.
Provides guidance and assistance in all employee and vulnerable patient/Veteran accountability efforts before, during and after an emergency.
Logistics, Training, Exercise and Evaluation
Develops, evaluates, and ensures the effectiveness of internal and external exercises to provide continuous learning, meet objectives and provide measurable outcomes.
Serves as primary responsible party for deliberate planning, operations, and logistics.
Define, implement and establish roles and relationships with other Federal partners and programs.
Drafts and produces VHA OEM correspondence, policy, white papers, issue papers, budget reports on sensitive matters relating to VHA support for inter and intradepartmental emergency health and medical requirements.
When activated, functions as a member of the Incident Management Team (IMT) operating from the VHA EMCC.
Responds to requests for information from Congressional, federal and or VA senior officials.
Monitors all program progress and conducts cost benefit analysis and other studies aimed at evaluating the degree to which emergency management program objectives are being effectively and efficiently achieved.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 7:30am to 4:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/18/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. For a GS-12 position you must have served 52 weeks at the GS-11.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Perform emergency response duties utilizing plans, Job Action Sheets, execution orders, and other written and verbal orders; Analyze alternate work methods while being adaptable, utilizing new procedures, and learning new technology to achieve mission; Develop, review, and critique emergency management response plans, especially in relation to healthcare operations; Develop after action reports and improvement plans based on incidents, exercises, and assessments; Conduct emergency management site visits and assessments and work with healthcare facilities on the preparation for, and improvement plans regarding same.
GS-13:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyze alternate work methods while being adaptable, utilizing new procedures, and learning new technology to achieve mission; Develop, review, and critique emergency management response plans, especially in relation to healthcare operations; Develop after action reports and improvement plans based on incidents, exercises, and assessments; Conduct emergency management site visits and assessments and work with healthcare facilities on the preparation for, and improvement plans regarding same; Provide effective stewardship in the preparation, availability, use, and accountability of resources for effective response and recovery operations; Coordinate with other agencies in the design and review of emergency management plans; Establish criteria to evaluate and assess progress, maintaining currency with legislation, regulations, and other guidance documents; Develop and monitor agreements, documents, public education, and training required to effectively deliver emergency management programs.

Physical Requirements: The work is sedentary during non-emergency situations. However, participation in field exercises and operational support missions may require strenuous physical activity to include carrying persons and equipment, walking long distances over difficult terrain, running, climbing, working long hours in primitive or arduous conditions, long periods of standing, and bending and stooping.
