About the Position: This position is located at San Diego, CA. This is not a remote position.

Duties
Organize and oversee the activities of the organization, developing goals and objectives that integrate organization and functional area objectives.
Structure organization to optimize use of resources and maximize efficiency and effectiveness.
Provide advice and guidance to contracting and program officials, commanders, and other senior leaders on a wide range of procurement issues.
Establish metrics and analysis systems to ensure successful accomplishment.
Represent the Directorate with a variety of functional organizations.
Conduct advanced level research interpreting federal regulations and guidelines.
Analyze data, identify trends and formulate independent recommendations.
Ensure organizational objectives align with DHA and DOD objectives.
Accomplish the full scope of personnel management responsibilities for the contracting activity.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- One year trial/probationary period may be required.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years, unless specifically granted a position waiver.
- This is a DOD Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.

Basic Requirement for Supervisory Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes Experience in planning and implementing contract policies and procedures; providing advisory services on specific contracting problems, projects and/or programs; determine methods of procurement and acquisitions strategies in compliance with laws, regulations and policies; experience exercising supervisory personnel management responsibilities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-03).
Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the specialized experience qualification requirement using experience alone--no substitution of education for experience is permitted.
