Duties
The primary purpose of this position is to serve as the Chief Process Manager (CCO) for a Numbered Air Force (NAF) responsible for integrating the Air Force Lean/Six/Sigma Continuous Process Improvement (CPI) Program (to include process improvement, organizational performance measurement, performance awards, and management surveys), the Air Force Lessons Learned (AFLL) and Innovation Programs, and compliance philosophies and initiatives into the NAF and its subordinate units.
Duties:
Responsible for developing the NAF and subordinate unit organic capability to apply Continuous Process Improvement (CPI) tools and methodologies throughout the NAF.
Conducts comprehensive performance management studies to determine the future impact of overall readiness initiatives for the NAF and subordinate units.
Serves as advisor to NAF Commander, Directorates and Subordinate Units.
Serves as the Lessons Learned (LL) and Innovation Program Manager for the NAF, providing guidance, support, and assistance for the LL and Innovation programs within the NAF and its subordinate units.
Educates NAF and subordinate unit personnel on the CPI Program, Continuous Process Improvement Portal (CPI Portal), the Air Force 8-Step Problem Solving Model, A3s, chartering, and formal problem solving tools and techniques.

- The incumbent will be expected to complete all requirements for practitioner certification within established program guidelines and timelines if not already CPI Black Belt certified.
- As necessary, may be required to work an uncommon tour of duty to meet special or essential unscheduled activities, with brief advance notice.
- The incumbent may be required to fly in military and/or commercial aircraft to perform temporary/permanent duty assignments (TDY).
- Must possess a high degree of tact and diplomacy and demonstrate leadership and managerial abilities. Incumbent will be required to maintain effective relationships.

- Certification as a CPI/LSS Black Belt with experience as a Green Belt trainer, coach and mentor is highly desirable for recruitment but not required for appointment to this position.
- This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations.

This is an AFRC key management position in which the incumbent may be required, on occasion, to manage and participate in higher level process improvement activities which often cut across organizational boundaries and produce positive impacts to AFRC Enterprise level process outputs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of CPI principles, practices, techniques and procedures for the assessment and improvement of program effectiveness throughout Air Force Reserve Command. Working knowledge of statistical techniques. Working knowledge of the operations of AFRC. Ability to plan, organize, develop studies or projects, direct team study work, and to negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial resources, and require extensive changes in established concepts and procedures. Position requires knowledge of pertinent laws, regulations, policies, and precedents that affect the use of program and related support resources (people, money, or equipment) in the area studied. Activities typically require knowledge of major issues, unit readiness, program goals and objective work processes, administrative operations of the organization, and participates with the command in the development of new policy processes and coordinating and preparing recommendations for Air Staff to change the way assigned program area is carried out.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of Air Force, AFRC, and NAF program goals and objectives, key operational events and milestones to conduct the overall performance planning and continuous process improvement principles, techniques, and procedures such as the Air Force 8-Step Problem Solving Model.
2. Extensive knowledge of management principles, policies, and procedures related to policy deployment such as Air Force Strategic Alignment and Deployment and/or Enterprise Value Stream Analysis.
3. Comprehensive knowledge of the mission, organization, programs, functions, and operations of the NAF and its subordinate units and a thorough understanding of their relationship to AFRC and Air Force. Knowledge of interrelationship of data gathered from units with different missions in developing measurements to improve organizational effectiveness.
4. Skill and ability to effectively communicate verbally and in writing, to deliver briefings, including the ability to make formal presentations (public speaking), to conduct training courses, lead discussions, motivate personnel, conduct workshops and seminars and prepare project and staff reports.
5. Ability to analyze, plan, organize, and evaluate program effectiveness and to assist organization in adjusting work operations to meet mission objectives within available resources. Skill in identifying and analyzing facts, drawing conclusions, and devising practical and appropriate solutions to
problems/issues and developing recommendations to resolve substantive issues.
6. Knowledge of analytical and evaluative methods and statistical techniques which facilitates the effective preparation and interpretation of charts, graphs, reports, etc. in order to analyze, review, and evaluate the execution and implementation of performance planning and continuous improvement within the unit.
