This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic DIB, MRTFB to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Police Officer (Instructor) GS-0083-7 Target 9 for the Tooele Army Depot (TEAD) Law Enforcement/Security Division in Tooele, UT.

Duties

Develops, coordinates, and administers initial and in-service law enforcement and security guard training and development activities for all DACP/SG Officers. Prepares and presents training courses in a variety of subjects (i.e., impaired driver recognition, radar operator, etc.) related to the law enforcement/security mission regulatory directives. Performs a full range of police operations duties as a Federal Police Officer. Performs vehicular, and foot patrol as required. Prepares plans, regulations, supplements, standard operating procedures (SOPs), staff studies, estimates, and reports on all phases of the law enforcement training program. Establishes, maintains and/or manages a statistical database of training requirements, schedules, rosters, training records and training results. Enforces laws, rules, regulations, and UCMJ; resolves violations/offenses; conducts preliminary investigations and coordinates with surrounding emergency response agencies as needed.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Secret Security Clearance required.
  • Must pass physical examination annually IAW AR 190-56.
  • Must pass physical agility test annually IAW AR 190-56.
  • Must complete CPR certification and First Aid.
  • The instructor may be required to travel to other law enforcement agencies Police Departments, and the Federal Law Enforcement Training Academy (FLETC) and military organizations within the area of responsibility to facilitate training sessions.
  • Required to attend initial and/or sustainment training off base (TDY) several times yearly. Training sessions are normally 40-80 hours in length.
  • Must pass criminal history background checks.
  • Subject to random urinalysis drug testing. Detection of drug usage through confirmed positive urinalysis test results is cause for a determination the incumbent has failed to meet the conditions necessary for continued employment in this position.
  • Required to perform a weapons qualification test and maintain proficiency in assigned weapons and law enforcement associated equipment. Incumbent of this position must maintain qualification and/or certification and knowledge of the following:
  • NCIC, ALERTS, LEO, AKO, Expandable Batons, LESDs (Launched Electrode Stun Devices), O/C Spray, assigned weapon and chemical protective mask/gear.
  • Position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
  • The employee is subject to removal from the position if convicted of a felony IAW Section 639 of P.L. 106-554 effective January 20, 2001.
  • Must obtain and maintain a valid state driver's license throughout incumbent's employment period; loss of the license will constitute grounds for removal from the position.
  • Must obtain certification to train others in: Portable Breathalyzer Tests; Mobile Data Terminal; Emergency Vehicle Operators Course, basic traffic accident investigation; breathalyzer; Horizontal Gaze/Nystagmous and Field Sobriety Tests.
  • This position is subject to the terms and conditions of the Individual Reliability Program (IRP) IAW AR 190-56 and the Arms, Ammunition and Explosives (AAandE) program IAW AR 190-11.
  • Must complete and pass the Special Reaction Team Course at Fort Leonard Wood, MO, or other federal, state or locally accredited SRT training program. The incumbent must act as liaison for outside
  • agencies responding to incidents and emergencies that would require an ART response since TEAD is covered under MOU/MOA for Special Reaction Team support.
  • Must complete and pass the Patrol Response to Active Shooter Train-the Trainer Course at Fort Leonard Wood, MO, or other federal, state or locally accredited training program.

Qualifications

Specialized Experience: One year of specialized experience which includes 1) protecting and preventing unauthorized access to property, enforcing military, federal, state, or local criminal, traffic, or motor vehicle laws and regulations; and 2) investigating crime/accident scenes by gathering evidence or interviewing witnesses; and 3) conducting training sessions that cover well-established, factual topics under detailed guidelines. This definition of specialized experience is typical of work performed at the next lower grade level (GS-06).
