You will serve as a Government Property Administrator with primary responsibility for the maintenance and integrity of personal property management systems and oversight for the acquisitions, receipt, recordkeeping, protection, maintenance, reporting, use and disposition of a large amount and varied types of property in the hands of Government contractors.
Duties
Maintains oversight of several large contracts in reviewing and advising the contractors on policy, procedures, instructions and regulatory requirements.
Serves as a liaison between the contractor and the Contracting Officer by monitoring the contractor's performance and delivery of the final products and/or services under the contract.
Answers questions and resolves problems requiring judgment and knowledge of Agency’s property management policies and processes.
Performs property control systems reviews of contractor-held Government property to ensure personal property is controlled, maintained, utilized, reported, and disposed in accordance with contract requirements.
Prepares final reports and evaluation of the review results for submission to senior management. Provides technical guidance and resolves issues requiring judgment, knowledge of the subject matter and property management policies and processes.
Interprets contracts that include complex property clauses. The contracts involved are of long duration, large and/or complex in nature, and involve management of Government property in possession of the contractors.
Reviews property provisions of acquisition plans, solicitations, contracts, and modifications for potential problems. Participates in pre-award surveys/post award orientations when significant amounts of Government property will be involved.
Ensures that vesting of title determinations are made and documented. Guides NASA contractors and other personnel on Government property provisions.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
Analyzing and evaluating property control programs, industrial property management, or operations by utilizing specialized property control methods and techniques to apply multiple contract property management functions.
Coordinating with procurement specialists, technical officials, contractors, delegated property administrators, or plant clearance officers to ensure contract requirements are met.
Conducting and documenting reports of contractor, subcontractor, and alternate site property by applying federal management regulations (e.g. Federal Acquisition Register (FAR) and NASA FAR supplement), voluntary consensus standards, or industry leading practices to ensure contract requirements are met.
