You will serve as an INSTRUCTIONAL SYSTEMS SPECIALIST in the Learning Standards Department of RECRUITING UNIT. This is a RE-ADVERTISEMENT of Announcement Number:ST-12261333-24-DLU. Applicants that have previously applied NEED to re-apply to this announcement.

Duties

You will conduct Training Requirements Review (TRR) studies. You will perform Job Duty Task Analysis (JDTA). You will create testing plans, test administrator guides, and remediation programs. You will conduct business case and business needs analyses to justify additional costs required to adopt recommended Courses of Action (COAs) You will analyze learning problems, selects instructional strategies using appropriate models, and develops course plans. You will develop front matter, lesson plans, trainee guides and support materials required for the effective delivery of training and instruction in accordance with guiding publications and approved project plans.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conducting curriculum revisions based on training program requirements; 2) Evaluating courses for successful accomplishment of course objectives; 3) Developing tests to measure achievement and adequacy of instruction; and 4) Advising personnel on concepts, principles, theories and practices of cognitive learning, adult learning, science of learning and instructional systems design. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess Basic Requirements:

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
