Duties
If selected for this position, Typical work assignments will include:
Providing substantive legal support to Assistant United States Attorneys (AUSAs) in a variety of specialized litigative activities related to Affirmative Civil Enforcement (ACE).
Uses discretion and independent judgment in the application of specialized knowledge of particular laws, regulations, precedents, or agency practices and directly affects the outcome of USAO cases.
Applies various laws, court and/or administrative decisions and interpretations related to ACE, performs substantive research, evaluation, and analysis of a variety of specialized legal topics and points of law.
Independently performs extensive and thorough legal research into state and federal statutes, legal and factual issues, and any other source of information pertinent to the resolution of an issue.
Organizes and prepares research material, determines pertinent information, reconciles conflicting facts.
Makes sound interpretations, prepares initial summary, and makes recommendations of data and compatibility with applicable laws, policies, or regulations.
Drafts initial legal documents, correspondence, administrative briefs, USAO motions, oppositions to defense motions and correspondence for AUSA review.
Effectively presents facts, law and analysis that meet case requirements and support USAO legal arguments.
Reviews, proofreads, and edits lengthy and complex legal documents.
Verifies citations and statutory references against original sources.
Coordinates production of administrative records and responses to requests for discovery.
Prepares and organizes voluminous documentation and evidence for production as discovery and for use in trial.
Effectively organizes data and develops trial exhibits to be presented in court as corroborative evidence.
Participates in pre-trial witness conferences, noting any deficiencies in case materials and additional issues or other matters requiring investigation prior to trial.
Examines and evaluates information in case files, following agency standards regarding case litigation worthiness and appropriate titles of law.
Maintains current and historical files and prepares any necessary correspondence.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
- You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.
Qualifications
GS-11:
To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.
Specialized Experience: One full year of specialized experience equivalent to the GS-9 level. Specialized experience includes:
Working in a law office providing technical assistance to litigation teams on legal automation and system capabilities;
Providing technical litigation support related to affirmative litigation in order to facilitate litigation decisions, trial preparation, and trial presentation; complex document/discovery analysis;
Organizing and managing case specific discovery;
Using automated litigation support technology such as Trial Director, Eclipse, Relativity, Concordance, Case Map, or related programs to organize voluminous case information for retrieval;
Preparing computerized trial presentations, and index digital evidence; use of data analytical tools to manipulate, analyze, and present data;
Evaluating and implementing new developments in legal technology; and performing independent legal writing and research
Education:
One of the following types of education in a related field (e.g., Criminal Justice, Law): a Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
Combining Education and Experience:
Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years.
