You will serve as a IT SPECIALIST (CUSTSPT/DATAMGT) in the Manpower Management Branch of MARINE CORPS BASE CAMP PENDLETON.

Duties
You will serve as this department's point of contact in matters relating to information systems support and to develop and maintain databases used to store, analyze and aggregate civilian and military manpower data.
You will be the liaison on information system management issues, to include installing hardware and software, setting up workstations, troubleshooting dat-to-day equipment failures, software problems, and local area network (LAN) operations issues.
You will work with functional managers to evaluate the impact of proposed standards and procedures on the accomplishment of activity goals and objectives.
You will provide technical advice and guidance for managers and employees and other organizational elements; and provide training and consultation support services on subjects such as database development and data file management.
You will submit trouble tickets and requests as required, resolve common errors and make changes to services, workstation configuration and use accounts.
You will create, maintain and delete user accounts, functional mailboxes, distribution lists, security groups, Operational Data Store Enterprise (ODSE), Automated Message Handling System (AMHS), and web order accounts.
You will collect and maintain current System Access Authorization Request (SAAR) forms for all G-1 personnel, and submit copies to the Base Information Assurance Manager (IAM).
You will use Microsoft Access, Excel, SQL Server, Structured Query Language (SQL), Visual Basic for Applications (VBA), and other tools to design/modify custom database applications that facilitate the development of policies and business practices.
You will coordinate with the G-1 fund manager and G-6 Department to place orders for hardware, software, network, email, and other contract services.
You will submit all relevant waiver requests and required documentation.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to theGS-09 or pay band in the federal service or equivalent experience in the private or public sector providing Information Technology (IT) technical and administrative support such as developing, maintaining, implementing and administering IT programs and data applications consisting of standards, procedures and guidance involving a variety of technical actions including troubleshooting, configuration, customer assistance, customer training, account management; systems and equipment access.
You must have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Translating technical specifications into integrated applications.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Analyzing user requirements to determine if systems meet business needs.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Consulting with program managers to refine functional requirements.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Interpreting and evaluating performance data.

Specialized experience may be substituted with a:
Ph.D.
or
equivalent doctoral degree,
or
3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree.
